A Student Pass in Uganda is an official document issued by the Directorate of Citizenship and Immigration Control (DCIC) under the Ministry of Internal Affairs. It allows foreign nationals to stay legally in Uganda for the duration of their full-time studies at approved educational institutions.
Every international student—whether in primary, secondary, or tertiary education—must apply for this pass before beginning their course. The application can be made in person or online through the DCIC portal, and it is valid for one academic year, renewable upon request.
Step-by-Step Procedure
Step 1: Visit the Directorate of Citizenship and Immigration Control
Applicants must obtain the Student Pass Application Form from the Directorate of Citizenship and Immigration Control (DCIC) or download it via the official website.
You must provide your personal details, institutional information, and attach all necessary supporting documents.
Step 2: Fill Out and Attach Required Documents
Complete the form carefully, ensuring all information matches your passport and admission details.
Attach the required documents (listed below), including your admission letter and sponsor’s identification.
Step 3: Submit the Application
Submit your completed application form with all required attachments to the DCIC office.
If applying from outside the East African Community (EAC), your documents will be reviewed for approval before payment authorization.
During review, immigration officers will check for any discrepancies or missing details. Incomplete applications will be returned for correction before processing.
Step 4: Pay the Application Fee
Once your application is approved, pay the non-refundable fee of USD 100 (for non-EAC applicants).
Attach the payment receipt to your form as proof of payment.
Note:
- Students from EAC countries (Kenya, Tanzania, Rwanda, Burundi, South Sudan) are exempted from paying fees.
- The payment is made to the designated DCIC account indicated on the bank assessment form.
Step 5: Wait for Processing and Approval
The processing time for a Student Pass is 21 working days, excluding the submission date.
You will receive an approval letter by email from the Directorate once your application is successful.
If additional information is required, DCIC will contact you directly.
Step 6: Collect Your Student Pass
Once approved, visit the DCIC office with your identification documents to collect your Student Pass.
Ensure to carry the same passport used during the application process.

- Copies of parents’ passports
- Proof of parents’ immigration status (e.g., work permit if resident in Uganda)
- Letter of consent from parents or guardians for applicants whose parents are not in Uganda
- Immigration status of guardian (work permit or Ugandan passport)
- School admission letter showing year and duration of study
For Tertiary Institutions
- Completed Student Pass form
- Cover letter from the institution addressed to the Commissioner
- Admission letter from the university or college
- Student ID card from the institution
- Certified copies of previous academic certificates (for postgraduate students)

Processing Time
The Student Pass is processed within 21 working days, but complex cases may take longer.
