How to Apply for a Temporary Teaching Certificate in Uganda

The Temporary Teaching Certificate in Uganda is issued by the Education Service Commission (ESC) to foreign or non-citizen teachers who wish to teach in Uganda under exchange programs, bilateral arrangements, or specialized qualifications. It allows teachers who are not permanently registered in Uganda to legally engage in teaching within recognized schools for a specified period.

The process is entirely online, as the Education Service Commission does not accept in-person applications. Applicants must ensure their academic qualifications are verified by the Uganda National Examinations Board (UNEB) and obtain a clearance letter from the Ministry of Education and Sports Vetting Committee before submitting their application.


Step-by-Step Procedure

Step 1: Obtain Clearance and Equate Qualifications

Before applying, foreign teachers must:

  • Obtain a clearance letter from the Ministry of Education and Sports Vetting Committee.
  • Have their academic certificates equated by the Uganda National Examinations Board (UNEB) to confirm they meet local standards.
    These two documents are mandatory for all non-citizens.

Step 2: Visit the Education Service Commission Website

Go to the Education Service Commission’s (ESC) official website and select “Teachers Online Services” under the Online Services menu.
Choose “Teacher Registration – Non-Citizen” to begin your registration process.

Step 3: Fill in Personal and Academic Details

Provide your personal information, including:

  • Passport number
  • Full name and surname
  • Phone number
  • URA PIN

Declare whether you are a trained teacher, then click “Next.”
In the following section, upload your academic certificates and supporting documents such as your clearance letter and work permit.


Step 4: Upload Supporting Documents

Upload all required documents in their scanned format (PDF or JPG). These include:

  • Academic and professional certificates
  • Passport and work permit
  • Letter of clearance from the Vetting Committee
  • Certificate of Good Conduct
  • Letter from employer or school
    Click “Next” after uploading to proceed.

Step 5: Make Payment

Select your preferred payment method, enter the reference number, and indicate the date of payment.
Application fees are set by the Education Service Commission and vary depending on the type of teaching assignment.

Step 6: Track Application Status

After submission, you can check the status of your application online using your registration number.
If approved, your Temporary Teaching Certificate will be processed and issued within approximately three months.


Required Documents

Applicants must provide the following:

  • Completed ESC Form 3 in triplicate
  • Three passport-size photographs
  • Certified copies of academic certificates and transcripts
  • Certificate of registration or authority to teach from the country of origin
  • Valid work permit issued by the Department of Immigration
  • Certificate of Good Conduct from the country of origin
  • Letter of clearance from the Ministry of Education (Vetting Committee)
  • Proof of payment of prescribed fees

All documents must be certified by an ESC Director or Sub-County Director.


Eligibility

Eligible applicants include:

  • Foreign teachers participating in education exchange or bilateral programs.
  • Non-citizens with relevant education or training qualifications approved by UNEB.
  • Teachers with professional certification from their country of origin and authorization to teach.

Academic requirements include:

  • Minimum of ECDE Certificate, Diploma, or Degree in Education.
  • For degree holders: Mean grade C+ (plus) and above in two specialized subjects.
  • All certificates must be recognized or equated to Ugandan standards.
