A Special Land Title in Uganda is issued by the Ministry of Lands, Housing, and Urban Development (MLHUD) to replace an original land certificate that has been lost, destroyed, or severely damaged. This process ensures that rightful landowners retain legal ownership and protection under the Registration of Titles Act (Cap 230).

Applying for a special title requires verification by the District Land Office and publication of a gazette notice to prevent fraud or double issuance.


Step-by-Step Procedure

Step 1: Obtain the Application Form

Visit your District Land Office or Area Land Committee and request the application form for a Special Land Title.
Provide your:

  • Full name and address
  • Telephone number and email address
  • Signature and date of submission

Step 2: Complete a Statutory Declaration

Fill out a Statutory Declaration Form, stating the reason for requesting a replacement title (e.g., loss, theft, or destruction).
This declaration must be signed before a Commissioner for Oaths.

Step 3: Submit Required Documents

Attach all supporting documents and two recent passport photographs, then submit the complete set to the Department of Land Registration.
The officer will stamp the photocopy as “received” and return it to you as proof of submission.


Step 4: Gazette Notice Publication

After verification, the department will issue a Notice of Intention to issue a special title.
This notice will be published in the Uganda Gazette and sometimes a local newspaper to inform the public.
If no objections arise within the notice period, processing continues.


Step 5: Verification and Processing

Once the gazette notice period expires, the Land Registration Department verifies payment receipts and all attached documents.
Upon successful review, the department proceeds to prepare the Special Certificate of Title.


Step 6: Collection of the Special Title

After about two weeks, return to the department with your stamped photocopy of documents to collect your Special Land Title.

  • National Identification Card
  • Letter of application for the special title
  • Gazette extract (after publication)
  • Statutory declaration form (duly signed)
  • Payment receipts for all applicable fees

Eligibility

Validity

A Special Land Title is valid indefinitely and remains effective as long as it is issued by the authorized body and ownership is legitimate.


Processing Time

The processing period typically ranges from 10 days to 4 weeks, depending on verification and gazette publication schedules.
Once Uganda’s land management systems are fully digitized, processing time may reduce significantly.

  2. Accurately fill out all forms and attach necessary documents.
  3. Pay all required fees.
  4. Submit your application for verification and processing.

  • District Land Officer’s Technical Report

Need for the Document

A Special Land Title serves as an official replacement of a lost or damaged land certificate, safeguarding ownership rights. It legally confirms ownership in perpetuity and enables the owner to develop, lease, or transfer the land.

  • All fees are prescribed under the Registration of Titles Act, Cap 230.
  • Extra charges may apply for multiple certificates or lease documents.
  • Compensation to tenants (if any) is the applicant’s responsibility.
  • The offer is conditional on accepting the terms of the freehold grant within 45 days.
