How to Apply for an FM Radio Broadcasting License in Uganda

Starting an FM radio station in Uganda requires obtaining a broadcasting license from the Uganda Communications Commission (UCC). The license ensures compliance with national broadcasting laws and international frequency regulations. The process covers the technical, financial, and operational capacity of applicants to ensure efficient and interference-free broadcasting.

Step-by-Step Procedure

Step 1: Submit an Expression of Interest

The applicant must submit a formal expression of interest in writing to:

Plot 42–44 Spring Road, Bugolobi, P.O. Box 7376, Kampala, Uganda.

The letter must include the type of programming content (music, news, education, etc.), the proposed station location, and intended geographical coverage.

Step 2: Spectrum Availability Assessment

Upon receiving the expression of interest, the UCC studies the availability of radio spectrum in the requested region. Factors considered include:

  • Distance from other existing frequencies to avoid interference.
  • Compliance with International Telecommunications Union (ITU) separation guidelines.
  • Existence of guard bands and non-interference with neighboring countries.
  • Spectrum availability within the defined 14 broadcasting regions.

If a frequency slot is available, the UCC reserves it for the applicant on condition that they proceed with the application within a given timeframe.


Step 3: Submit the Official Application (Form UCC4002-SM-ADM-01)

After frequency reservation, the applicant must submit a formal application form along with the following supporting documents:

  • Certificate of Incorporation
  • Memorandum and Articles of Association
  • Business Plan (with financial projections)
  • Tax Clearance Certificate
  • Technical Proposal with network diagrams and equipment details

Applicants must also pay the application fee:

  • UGX 6,240,000 for Non-Commercial Radio Stations
  • UGX 9,400,000 for Commercial Radio Stations

Step 4: Application Review and Licensing

Once reviewed and found satisfactory, UCC will request payment of the annual license fees (based on coverage area), spectrum authorization, and equipment type approval fees.

After payment, UCC issues:

  • A Radio Broadcasting License Agreement
  • A Spectrum Authorization Certificate (including frequency assignment)
  • Type Approval Certificates for broadcasting equipment

Step 5: Inspection and Approval to Commence

Before going on air, the applicant must invite UCC for inspection to ensure all systems comply with regulations.

UCC provides a self-inspection checklist available at its offices or website.
If all standards are met, UCC issues final clearance to commence operations.

If deficiencies are found:

  • A written notice will be issued to correct issues.
  • A follow-up inspection will be conducted.
  • Persistent non-compliance may lead to spectrum withdrawal under UCC guidelines.

  • Objectives, service description, and financial analysis
  • Customer coverage, pricing, and cash flow
  • Proof of financial capacity (bank statements or audited accounts)

Company Profile:

  • Certificate of Incorporation and registration documents
  • Memorandum and Articles of Association
  • Description of company structure and ownership

Technical Application:

  • Infrastructure description and network design
  • Roll-out plan and disaster recovery measures
  • Proof of technical expertise and personnel capacity

Eligibility

  • Any individual, company, or organization intending to operate a radio station.
  • Must be legally registered in Uganda.
  • Must have technical and financial capacity to maintain a station.
  • All devices capable of emitting radio frequency energy must be licensed to prevent interference.

Validity

The FM Radio Broadcasting License is valid for one year and must be renewed annually before expiration.


Processing Time

The maximum processing time is two months, depending on completeness of application and inspection schedules.


Required Information

  • Station name and frequency
  • Transmitter and studio locations
  • Maximum transmitter power
  • Area of coverage and district of operation
  • Names and nationalities of directors
  • Technical manuals and type approval certificates
  • Electrical installation clearance from UMEME or other ERA-licensed distributors

Need for the Document

An FM broadcasting license ensures that radio operators comply with national communication standards, avoid frequency interference, and promote responsible media content. It also allows the government to manage radio spectrum efficiently for all broadcasters.


Additional Information

  • UCC has authority under the Uganda Communications Act, 2013 to monitor, license, and regulate all broadcasting services.
  • No person shall operate or sell radio equipment without authorization.
  • UCC may suspend or revoke licenses for violations such as interference, unauthorized transmission, or non-compliance with content standards.
