Starting an FM radio station in Uganda requires obtaining a broadcasting license from the Uganda Communications Commission (UCC). Step-by-Step Procedure
Step 1: Submit an Expression of Interest

The letter must include the type of programming content (music, news, education, etc.), the proposed station location, and intended geographical coverage.
Step 2: Spectrum Availability Assessment
Upon receiving the expression of interest, the UCC studies the availability of radio spectrum in the requested region. Factors considered include:
- Distance from other existing frequencies to avoid interference.
- Compliance with International Telecommunications Union (ITU) separation guidelines.
- Existence of guard bands and non-interference with neighboring countries.
- Spectrum availability within the defined 14 broadcasting regions.
If a frequency slot is available, the UCC reserves it for the applicant on condition that they proceed with the application within a given timeframe.
Step 3: Submit the Official Application (Form UCC4002-SM-ADM-01)
After frequency reservation, the applicant must submit a formal application form along with the following supporting documents:
- Certificate of Incorporation
- Memorandum and Articles of Association
- Business Plan (with financial projections)
- Tax Clearance Certificate
- Technical Proposal with network diagrams and equipment details

- UGX 9,400,000 for Commercial Radio Stations
Step 4: Application Review and Licensing
Once reviewed and found satisfactory, UCC will request payment of the annual license fees (based on coverage area), spectrum authorization, and equipment type approval fees.
After payment, UCC issues:
- A Radio Broadcasting License Agreement
- A Spectrum Authorization Certificate (including frequency assignment)
- Type Approval Certificates for broadcasting equipment
Step 5: Inspection and Approval to Commence
Before going on air, the applicant must invite UCC for inspection to ensure all systems comply with regulations.
UCC provides a self-inspection checklist available at its offices or website.
If all standards are met, UCC issues final clearance to commence operations.
If deficiencies are found:
- A written notice will be issued to correct issues.

Validity
The FM Radio Broadcasting License is valid for one year and must be renewed annually before expiration.
