How to Apply for a New School Operating License in Uganda

A New School Operating License in Uganda is a legal requirement for anyone wishing to establish and operate a new educational institution. The process, managed by the Ministry of Education and Sports (MoES), ensures that schools meet minimum standards in infrastructure, staffing, safety, and curriculum delivery. The licensing process is comprehensive and designed to uphold educational quality and protect learners.

Procedure

Step 1: Submit Intent to Establish a School

The applicant or proprietor must notify the Director of Education in writing of their intention to start a new school. This submission must include a feasibility study outlining the proposed school’s goals, infrastructure, staffing, financial capacity, and need within the community.

Step 2: Receive Response from the Director of Education

The Director of Education reviews the request and responds in writing—either granting or denying permission to proceed with the application.

Step 3: Obtain Application Forms

If permission is granted, collect the application forms for operating a new school from the District Education Office.

Step 4: Complete and Submit the Application

Fill out the forms accurately and attach all required documents. Submit the completed forms to the Director of Education through the District Education Officer, who will forward three copies to the Ministry of Education and Sports for processing.

Step 5: Conduct Feasibility Study and Pay Inspection Fee

The feasibility study must provide detailed information supported by evidence, including:

  • Purpose and objectives of the proposed school.
  • Ownership documents for the school land and building plans.
  • Detailed project cost breakdown.
  • Financial sustainability plan.
  • Staff qualifications and readiness.
  • Community demand for the school.

The applicant must also pay an inspection fee of UGX 880,670 at the District Education Office.

Step 6: Inspection and Recommendation

A District Inspectorate Team conducts an inspection and prepares a report with recommendations. If the report is favorable, the application and inspection report are forwarded to the Regional Office. If deficiencies are found, the applicant will be notified and asked to correct them.

Step 7: Evaluation and Licensing Decision

Based on the reports from the district or a direct inspection by the Directorate of Education Standards, the Director of Education either approves or rejects the application. If approved, a Provisional Permit or License is issued to allow the school to begin operations.

Note: Failure to include a complete feasibility study will result in immediate rejection of the application.

  • Copy of license letter to operate a school.
  • Original certificate of school registration.
  • Minutes from the Board of Governors approving school establishment.
  • District Inspector of Schools’ report.
  • Approved building plans and facilities report.
  • Certificate of Occupational Safety and Health.
  • Proof of dormitory occupancy permit (if applicable).
  • Approved water and sanitation plan.
  • Fire safety and injury prevention list.
  • District Education Officer, Health Inspector, and School Inspector reports.
  • Directorate of Education Standards report.
  • LCIII confirmation letter verifying school location.

Validity

The Provisional Permit is valid for at least two years, after which the school can apply for full registration upon meeting additional Ministry standards.

Need for the Document

A school operating license is necessary to ensure that new schools meet established education standards, have qualified management, and provide safe and conducive learning environments. It prevents unqualified individuals from establishing schools and protects students’ welfare.


Additional Information

  • The applicant must have proof of land ownership or a five-year tenancy agreement.
  • The Ministry only licenses schools that meet infrastructure, safety, and staffing standards.
  • Boarding schools require separate approval after the licensing stage.
