Anyone intending to renovate, modify, or alter an existing building in Uganda must obtain a Renovation Permit from their local municipal authority. This permit ensures that construction works comply with safety, health, and environmental standards under the Building Control Act. The process applies to both minor repairs and major renovations, depending on the scope of work.
Step-by-Step Procedure
Step 1: Apply at Your Local Municipality
Visit your municipal or city building committee—for example, the Kampala Capital City Authority (KCCA)—and obtain the official Renovation Permit Application Form.
Complete the form and attach all required documents, including architectural plans and inspection details. The application must be signed by the property owner or an authorized agent.
Step 2: Submit Required Documents
When applying, submit your documents to the municipal building committee for review. Key documents include:
- A site plan of the property
- Floor plans and cross-sectional diagrams
- Façade drawings and new construction maps
- A technical description of the proposed renovation
- Inspection plan highlighting how hazardous waste will be managed
- Notification of the inspection manager
These documents help ensure that the renovation complies with structural and environmental standards.
Step 3: Pay the Applicable Fees
Pay the prescribed fee at your municipal office cashier or designated bank. The amount depends on the type of renovation:
| Type of Renovation | Fee (UGX) | Description |
|---|---|---|
| Minor renovations | 100,000 | Small-scale repairs such as tiling, painting, or wall replacement |
| Major renovations | 200,000 | Structural alterations, façade changes, or large-scale refurbishments |
Keep the payment receipt as it must be attached to your application.
Step 4: Review and Inspection
Once the application is received, the building committee reviews the documentation and may conduct an on-site inspection to verify the accuracy of the information provided.
During the inspection, authorities ensure that:
- Structural integrity of the building is maintained
- Safety systems (such as fire exits) remain intact
- Environmental and waste management guidelines are followed
Step 5: Issuance of the Renovation Permit
If your documents and inspection meet all requirements, the municipality issues a Renovation Permit.
The permit allows you to legally begin renovation works for the duration stated on the license. If deficiencies are found, you’ll be asked to amend your documents or plans before approval.
Required Documents
Applicants must provide:
- Completed and signed application form
- Planning certificate and certificate of ownership (issued within six months)
- Site plan and floor plan (scale 1/200 or 1/500)
- Cross-section and façade drawings
- Ground and foundation plans
- Septic tank plan and sanitation layout
- Photos of the site and surroundings
