Anyone intending to conduct research in Uganda—whether for academic, institutional, or private purposes—must obtain a Research Permit from the Uganda National Council for Science and Technology (UNCST). The permit ensures that all research activities are carried out ethically, responsibly, and in line with the Science, Technology and Innovation Act.
Foreigners, Ugandan students, institutions, and organizations are all required to apply before beginning their research.
Step-by-Step Procedure
Step 1: Apply Early
Applications must be made at least one month before the intended start date of the research or before an existing permit expires.
Applicants must complete the Application for Authority to Conduct Research in Uganda form. The form is available at UNCST offices or can be downloaded from their official website.
Step 2: Submit to an Affiliated Institution
Before submission to UNCST, the application must be endorsed by a recognized local affiliate institution (e.g., a Ugandan university, research institute, or organization).
This endorsement verifies that the research aligns with local scientific and ethical standards.
Step 3: Prepare and Attach Required Documents
The completed form must be accompanied by:
- Comprehensive Curriculum Vitae of each applicant (2 copies)
- Research Proposal outlining objectives, methodology, literature review, and expected outcomes (2 copies)
- Letter from sponsor (if applicable)
- Copy of National ID or Passport
- Two passport-sized photographs endorsed by the sponsor or referee
- Affiliation letter from a local institution (for foreign researchers)
- Ethical clearance certificate (if applicable)
- Proof of payment for the research fee
Step 4: Submit the Application
Send two (2) copies of the endorsed and complete application to:

Step 5: Pay the Research Permit Fee
Pay the non-refundable research fee to the Executive Secretary, UNCST, and attach a copy of the payment receipt to your application.

Step 6: Review and Assessment
Once received, UNCST forwards the application to subject experts for evaluation based on scientific merit and ethical compliance.
If the research meets the required standards, UNCST will issue a Research Permit. If not, applicants will be notified to provide additional details or corrections.
The review process typically takes two weeks to one month depending on the project’s complexity.
Step 7: Receive Your Permit and Begin Research
Upon approval, UNCST issues the official Research Permit authorizing you to conduct research within the stated duration and scope.
Researchers are required to submit two bound copies of the final research report to UNCST upon completion. Future permit applications may be rejected if prior reports are not submitted.

You are eligible to apply for a research permit if you are:
- A foreign national or student planning to conduct research in Uganda
- A Ugandan studying abroad conducting research locally
- A public or private institution undertaking research in Uganda
- A local Ugandan not employed by a government research agency
- Any individual or organization collecting public or governmental data
Validity
The validity of a research permit depends on the project duration, typically ranging from one to five years.
Short-term projects (up to 2 years) may apply for an annual renewal.
Processing Time
If all documents are complete and in order, the processing time is less than two weeks.

Need for the Document
The Research Permit is mandatory under the UNCST Act. It ensures that all research conducted in Uganda is ethically approved, scientifically sound, and aligned with national priorities.
