Applying for a university charter in Uganda is an essential step for private universities seeking full accreditation and global recognition. The process is managed by the National Council for Higher Education (NCHE) under the Universities and Other Tertiary Institutions Act.
A charter is a legal instrument that confirms that a private university meets the required academic, administrative, and infrastructural standards set by NCHE and is recognized as a fully accredited institution authorized to award degrees in its own name.
Step-by-Step Procedure
- Obtain the Application Form
Visit the National Council for Higher Education (NCHE) offices in Kyambogo, Kampala, or download the form from their official website. The application should be made in Form 6 and accompanied by the required documents. - Confirm Eligibility
Only private universities that have held a provisional license for at least three years are eligible to apply for a charter. - Prepare Required Documentation
Include all supporting documents such as governance structures, staff lists, financial statements, and draft charters (see section below). - Pay the Prescribed Fees
Pay the UGX 10,000,000 charter fee and attach proof of payment to your application. - Submit the Application
Deliver the completed application form and required documents to NCHE for evaluation. The Council will assess the university’s progress, infrastructure, and academic quality against national standards. - NCHE Review and Inspection
- Once satisfied with the initial assessment, NCHE appoints an Inspection Committee to evaluate the academic, administrative, and social affairs of the university.
- The committee must submit its findings to NCHE within six months of appointment.
- Recommendation to the Minister
- If the report meets the Council’s expectations, NCHE recommends the granting of a charter to the Minister of Education and Sports.
- If deficiencies are found, the Council will communicate them to the university and provide reasons for non-approval.
- Final Approval by the President
- The Minister forwards NCHE’s recommendation to the President of Uganda, who may grant the charter.
- The approved charter is published in the Uganda Gazette, marking the university’s official accreditation.
Once gazetted, the university gains the full legal status of a chartered university, recognized both locally and internationally.
