Applying for a clerical job in the Uganda Public Service is an opportunity to join the government workforce in administrative support roles. The recruitment process is managed by the Public Service Commission (PSC), which is responsible for appointing and promoting public servants based on merit and qualification.

The PSC periodically advertises clerical positions and invites eligible Ugandans to apply. These jobs are essential for maintaining administrative efficiency in various government departments, ministries, and local governments.


Step-by-Step Procedure

  1. Check for Vacancy Announcement
    Before applying, ensure that the Public Service Commission (PSC) has advertised a clerical position. You can find job openings on the official Ministry of Public Service website or in national newspapers.
  2. Obtain the Application Form
    You can pick the Application for Employment Form (PSC Form 3) in person from the Public Service Commission offices located on the 2nd Floor, Farmers House, Parliament Avenue, Kampala.
    Alternatively, download the form from the PSC website: Application for Employment Form PSC 3.
  3. Fill Out the Application Form
    • Complete all sections of the form in BLOCK letters.
    • Clearly indicate the post applied for — in this case, “Clerical Position.”
    • Attach all required supporting documents (see list below).
  4. Attach Required Documents
    Include photocopies of your national ID, academic and professional certificates, and testimonials.
    Serving officers should also attach their appointment letters to their current substantive post.
  5. Submit Your Application
    Deliver the duly completed application form and attachments to:
    The Secretary, Public Service Commission, 2nd Floor, Farmers House, Parliament Avenue, Kampala.
  6. Wait for Shortlisting
    After submission, wait for the shortlisting process. Only successful applicants will be contacted by email or telephone.
  7. Attend the Interview (if shortlisted)
    Shortlisted candidates must bring original copies of their identification, academic and professional documents, and testimonials to the interview.
  8. Appointment Notification
    Successful applicants will be officially notified of their appointment and deployment through the PSC Secretariat.

Required Documents

  • Copy of National Identity Card
  • Original academic certificates (O-Level, A-Level, or equivalent)
  • Original professional certificates, if any
  • Testimonials and other supporting documents
  • For serving officers: Appointment letter to the current post

Eligibility

To qualify for a clerical position in Uganda’s public service, an applicant must have:

  • A Uganda Certificate of Education (UCE) or its equivalent
  • A pass in the Proficiency Examination for Clerical Officers
  • Computer application skills
  • Any other qualification approved by the Permanent Secretary, Ministry of Public Service

Fees

The application process is free of charge. Applicants should beware of individuals soliciting money for job placement.

Applications remain valid until the shortlisting process for the advertised position is completed.

The recruitment process typically takes about three months, depending on the urgency to fill the position. This includes shortlisting, interviews, and final selection.

Information Which Might Help

The Public Service Commission operates under Article 166 of the Constitution of Uganda and the Public Service Commission (Amendment) Act, 2008.
It oversees recruitment, promotions, and disciplinary control in the civil service. Providing false or misleading information in an application is a punishable offence, with penalties of up to 20 currency points or two years’ imprisonment.
