Every institution, organization, or individual intending to engage in fish breeding in Uganda must obtain official authorization from the Chief Fisheries Officer under the Ministry of Agriculture, Animal Industry, and Fisheries. This process ensures that all breeding activities align with national aquaculture and environmental regulations.
To begin, applicants should request Form B, issued by the Chief Fisheries Officer, which serves as the official application form for those planning to carry out fish breeding in Uganda. Each applicant is subject to specific conditions set by the Chief Fisheries Officer to maintain responsible and sustainable aquaculture practices.
Before applying, the individual or company must be a registered member of a Beach Management Unit (BMU) and hold a valid fishing license. These requirements ensure that applicants are recognized stakeholders in Uganda’s fisheries sector and compliant with national fishing laws.
Once eligibility is confirmed, the applicant should fill in Form B accurately, detailing their breeding methods, fish species, and business concept. After completing the form, the applicant must pay the prescribed application fee of UGX 10,000 and a license fee of UGX 500,000. Renewal of the license costs UGX 500,000 and must be done annually, as the permit is valid for one year only.
After payment, attach the payment slip to the completed form and submit it to the Fisheries Officer in charge for verification. Once the documents and fees are confirmed, the Chief Fisheries Officer will process the application. If successful, the applicant will receive a fish breeding permit allowing them to legally conduct breeding activities within Uganda’s waters.
If the application is rejected, the Chief Fisheries Officer is required to issue a written explanation stating the reasons for refusal. Applicants can address the concerns raised and reapply after making the necessary corrections.
The main office responsible for processing fish breeding permits is the Department of Aquaculture and Fisheries Resources, located at the Directorate of Fisheries, Ministry of Agriculture, Animal Industry and Fisheries, Plot 16–18 Lugard Avenue, Entebbe, Uganda (P.O. Applicants must attach supporting documents including:
- A valid establishment license
- Details of the fish species and source of genetic material
- A concept plan for the intended fish breeding business
Processing typically takes up to one week, provided all documents are complete and accurate. During the review process, the Chief Fisheries Officer may inspect the proposed breeding site to ensure that all facilities meet safety, environmental, and operational standards.
