To legally import or export fish in Uganda, every trader or company must obtain a fish import export permit from the Chief Fisheries Officer under the Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF). This process ensures that fish trade complies with Uganda’s fisheries laws, health standards, and international trade regulations.
Applicants are required to submit a written application to the Chief Fisheries Officer providing details such as the quantity of fish, species name (both local and scientific), country of origin, and the address of the importer or exporter facility. The Fish Consultant and Research Officer review each application, considering factors such as species type, origin, and the disease status of the exporting or importing country. The ministry reserves the right to restrict certain species if deemed necessary for biosecurity reasons.
Once the application is vetted and meets the required standards, it is forwarded to the Directorate of Fisheries Resources for review and signature. The applicant must also provide a Health Certificate issued by a competent medical officer confirming that the fish comply with international health standards. Additionally, a laboratory test is conducted to verify the quality and safety of the fish or fishery products, ensuring they meet both export and domestic market standards.
Upon successful verification and payment of applicable permit fees, the Chief Fisheries Officer issues the official fish import export permit. However, if an application is rejected, the applicant may appeal to the Minister within 30 days, providing factual reasons and supporting evidence for reconsideration.
Applicants intending to import or export live fish must include specific details such as species, strain, sex, number, age, health clearance, and handling methods. These details help authorities monitor the movement of aquatic species and prevent the spread of fish diseases.
The required documents for the application include:
- Airway bill showing fish species and quantities
- Invoice detailing local and scientific names
- Import permit form
- Health certificate (not older than 15 days and written in English)

Processing typically takes three to six months, depending on the complexity of the application and the testing process. The permit remains valid for one year and expires on December 31 annually.
Applicants must ensure that all vehicles transporting fish are inspected and approved for hygiene and storage standards. It is illegal to import or export live fish or aquatic animals without official authorization, and violations can lead to fines, imprisonment, or forfeiture of goods.
