Applying for a fish seed production certificate in Uganda is a mandatory step for individuals or organizations engaged in producing, marketing, or distributing fish seed. The certification process is overseen by the Chief Fisheries Officer under the Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF) to ensure quality, traceability, and sustainability in aquaculture.
To begin the process, applicants must write a formal application to the Chief Fisheries Officer using Form A, as prescribed under the Fisheries Regulations. The application should include detailed information about the establishment, such as the fish seed production methods, the area of operation, and the types of fish species to be bred. Applicants must also provide evidence of having the necessary infrastructure and equipment to meet aquaculture standards.
Once the form is completed, attach all required documents, including a valid ID or passport, fishing vessel registration documents, company registration details, and equipment specifications. Pay the prescribed application fee as determined by the Chief Fisheries Officer and submit both the filled form and the payment receipt to the Department of Aquaculture and Fisheries Resources.
Before approval, the Chief Fisheries Officer may conduct an inspection to verify that the fish seed production facility is adequately constructed, well-equipped, and suitable for fish breeding. The applicant may also be asked to supply additional information if needed for evaluation. Once all conditions are met and fees are paid, the applicant receives a Fish Seed Production Certificate, valid for one year.
This certificate allows the holder to engage legally in fish seed production, marketing, and distribution. It must be renewed annually and remains valid until the date indicated or December 31 of the issuance year. The process typically takes three to six months, depending on inspection timelines and administrative review.

Applicants should note that the fish seed production certificate is non-transferable and must be issued directly to the individual or organization responsible for the facility. No person or company may sell or distribute fish seed to farmers without this official certification.
Eligibility is open to Ugandan residents and foreign nationals, provided they meet the requirements and, in the case of foreigners, hold a valid tourist or business visa. The certificate fee varies depending on the nature of operations and equipment power ratings.
