Guide to Obtaining a Courier Service License in Kenya

The Communications Authority of Kenya (CAK) regulates all courier services in the country. As of 2025, any business offering courier services must obtain a valid license from CAK before commencing operations. This guide outlines the complete application process and requirements.

License Requirements

To qualify for a courier service license, applicants must provide:

  1. Formal Application Letter
    • A signed cover letter on company letterhead addressed to:
      The Director, Licensing Compliance and Standards
      Communications Authority of Kenya
  2. Company Registration Documents
    • Certified copy of Certificate of Incorporation
    • CR12 form (not older than 2 months) showing directors and shareholders
  3. Ownership Documentation
    • Foreign-owned companies must show 30% Kenyan shareholding
    • Certified ID copies (both sides on one A4 page) or passports for all directors
  4. Tax Compliance
    • Valid KRA PIN certificate
    • Current Tax Compliance Certificate
  5. Business Plan
    • Detailed 3-year plan covering:
      • Services offered
      • Target markets
      • Operational network
      • Expansion strategy
  6. Constitutional Documents
    • Memorandum and Articles of Association (companies)
    • NGO constitution or cooperative bylaws (where applicable)
  7. Additional Requirements
    • CMA certificate (for listed companies)

Application Process

  1. Form Download
    • Obtain the application form from CAK’s website
  2. Document Preparation
    • Complete all sections of the form
    • Have documents certified by a Commissioner of Oaths or Notary Public
  3. Fee Payment
    • Non-refundable application fee: Ksh 5,000
    • License fees vary by operator type:

Public PostalKsh 500,000 or 0.4% turnover
InternationalKsh 100,000 or 0.4% turnover
NationalKsh 30,000 or 0.4% turnover
  1. Submission
    • Deliver complete application to:
      CA Centre, Waiyaki Way, Westlands, Nairobi

Approval Timeline

  • Successful applicants receive notification via SMS, email, or letter
  • Pay the specified license fee upon approval
  • Review and accept the draft license before receiving the official document
