Guide to Getting a Scrap Metal Dealership License in Kenya

If you’re planning to join Kenya’s scrap metal trade, obtaining the appropriate license is a legal requirement. As of 2025, the Scrap Metal Council remains the official regulatory body overseeing licensing and compliance within the industry. The council operates under the Ministry of Investments, Trade, and Industry.

Types of Scrap Metal Dealer Licenses in Kenya

  1. Site License
    • Issued by the local authority where the scrap metal site is located.
    • Requires all operating sites to be declared, with a designated site manager for each location.
  2. Collector’s License
    • Permits collection of scrap metal (domestic and commercial) within the jurisdiction of the issuing local authority.
    • To collect scrap metal in multiple counties, a separate license must be obtained for each area.

Requirements for Scrap Metal Dealership License

Applicants must prepare the following documents:

  • Valid membership number and certificate from the Scrap Metal Dealers Association
  • Business Registration Certificate
  • Valid business permit from the county government
  • Proof of land ownership (title deed) or a lease agreement
  • KRA Tax Compliance Certificate
  • Directors’ details including KRA PINs and Certificates of Good Conduct
  • Payment receipt or license fee deposit slip

Step-by-Step: How to Apply for a Scrap Metal License in Kenya (2025)

  1. Visit the Scrap Metal Council website:
    https://www.scrapmetalcouncil.go.ke/licensing-process
  2. Create an account and log in to the portal.
  3. Enter company details and upload information for all directors.
  4. Submit the license application (single or multiple applications allowed).
  5. Your submission will first undergo a secretariat review.
  6. If approved, it proceeds to the Scrap Metal Council for final assessment.
  7. The council’s decision will be formally communicated to the applicant.
  8. If the license is denied, the applicant has the right to appeal to the Cabinet Secretary for Industrialization.
