Any individual or organisation intending to operate a Health Insurance or Health Membership Organisation (HMO) in Uganda must obtain a Health Insurance Licence from the Insurance Regulatory Authority of Uganda (IRA). This licence ensures that only qualified and financially stable entities provide health cover services to the public in accordance with the Insurance Act.
The process involves formal application, submission of documentation proving financial soundness and professional competence, a fit-and-proper test, and facility inspection before final approval.
Step-by-Step Procedure
- Contact the Insurance Regulatory Authority (IRA)
Begin by visiting or contacting the IRA Head Office in Kampala to express your intent to apply for a licence. Obtain guidance on the application process and collect the required forms. - Submit a Written Application
Write formally to the Chief Executive Officer of IRA, expressing your intention to operate a Health Insurance or Health Membership Organisation. The letter must precede collection of the application forms. - Obtain and Complete the Application Forms
- Pick the application form and fit-and-proper test questionnaire from IRA offices.
- Fill both accurately in the name of the individual or corporate entity applying.
- Attach all required supporting documents listed below.
- Pay the Prescribed Fees
- Application Fee: UGX 500,000
- Commitment Fee: UGX 50,000
- Submit your bank payment slip with the application package.
- Submit the Application
Deliver the filled form, fit-and-proper questionnaire, and supporting documents to the Insurance Officer at IRA. The officer will schedule and conduct an inspection of your facility and business setup. - Inspection & Verification
IRA officials will evaluate your health insurance facility, verifying compliance with operational, financial, and staffing standards. - Licence Issuance
If the application meets all requirements, your Health Insurance Licence is issued within 14 working days of submission. The licence is valid for two years.
Required Documents
Applicants must attach the following:
- Names, nationalities, and addresses of all directors.
- Details of any prior convictions related to fraud or dishonesty (if any).
- Professional Indemnity Insurance Policy of at least UGX 100 million.
- Details of the company accountant, approved by the Institute of Certified Public Accountants of Uganda (ICPAU) and accepted by IRA.
- Certificate of incorporation and Memorandum & Articles of Association from the Uganda Registration Services Bureau (URSB).
- Annual audited accounts within three months of the financial year end.
- Quarterly management accounts (within one month after each quarter).
- CVs of all directors, CEO, management, and technical staff.
- Shareholding structure – names, nationalities, and ownership percentages.
- Branch office list with addresses and contacts.
- Valid work permits for all expatriate employees.
- List of service providers and affiliates under contract.
- List of all employed agents.
- Business plan (3–5 years) endorsed by an external auditor.
- Certified true copy of each insurance policy or contract to be issued.
- Benefit packages and premiums to be offered to members.
- Certificate of the Medical Director (from the Uganda Medical and Dental Practitioners Council).
- Proof of membership with the Insurance Institute of Uganda (IIU).
- Copy of any previous licence (if applicable).
- Fit and Proper Test Questionnaire (completed and signed).
- Evidence of payment of application and licence fees.
Eligibility

- The Consulting Actuary must hold valid professional qualifications.
- No person may transact as a Health Membership Organisation (HMO) without an IRA licence.
