Overview
To lawfully start a private Business, Technical and Vocational Education & Training (BTVET) institution in Uganda, you must obtain an operational licence from the Ministry of Education & Sports (MoES) under the Education Statute/Act (2008) and BTVET framework. Licensing verifies proprietor integrity, site suitability, safety, financing, staffing, and alignment with District/Municipal education plans.
Step-by-Step Procedure
- Pick Forms (in triplicate)
Collect BTVET licensing forms from MoES HQ or District/Municipal Education Offices; read the checklist carefully. - Confirm Proprietor & Site Readiness
- Proprietor of good standing, adequate funds, clean record.
- Recommendation letters: LC I, LC III, and an opinion/religious leader.
- Proof of land ownership/lease (≥8 years primary; ≥5 years secondary if hired buildings).
- Buildings designed for school use; adequate space for expansion, play areas, gardens, and PE.
- Align to Public Plans
Ensure the school fits the District/Municipal Education Plan and the Education Sector Strategic Plan; prepare a 2-year development plan with proof of ≥10% funds available. - Write to the Permanent Secretary (PS/ES)
State intent and request guidance to establish the institution; then complete the application and obtain DEO approval. - Health & Standards Inspections
Request inspection by District/Municipal Inspectors of Schools (D/MIS) and District/Municipal Health Inspectors (D/MHI) per Section 31 of the BTVET Act. Inspectors file detailed reports and endorse your forms. - District Forwarding
DEO/MEO forwards three (3) complete files (forms + supporting documents) to PS/ES (post-primary) or CAO/Town Clerk (primary). - Decision & Licence Issue
Based on reports and/or MoES physical inspection, PS/ES/CAO/Town Clerk approves or rejects. Upon approval, an operational licence is issued for two school years (Section 32). Copies go to the Directorate of Education Standards, DEO/MEO, D/MIS; one file remains with each. - Academic Calendar & Timing
New schools must open at the start of the academic year. Submit licence applications from June; licences issued by 30 December to start in January/February. - Registration & Renewal Path
- Six months before licence expiry, collect Registration forms from MoES/DEO/MEO.
- If not ready for full registration, apply for licence renewal within one month of expiry (granted once for one year).
- If still not ready after renewal, PS/ES may close the school.
- Fully registered schools are typically placed on a longer validity cycle (see “Validity” below).

- 3 referees (men/women of standing from the school area).
- 4 photographs (school signpost overview; students on assembly; students in class; latrines & general buildings).
- LC III recommendation and LC III Chairperson’s location confirmation.
- Health Inspector’s report; School Inspectors’ detailed report.
- Land title / long-term tenant agreements; site/layout plan; building plans with school name/specs.
- Proprietor’s CVs & photos; Head teacher’s CV & photo; staff academic certificates (verified by Teacher Education Dept.).
- Partnership Deed/Memorandum & Articles (if applicable).
- Bank statements & proof of financing (recent).
- School rules/code of conduct (approved by BoG/SMC).
- Signed teacher contracts & terms of service.
- Occupancy permit for school structures (where applicable).
- If registering (after licence), attach the prior licence.
Eligibility
- Any individual, NGO, religious body, association, or private company may apply, provided operations comply with the Constitution and national/district laws and BTVET principles for employability and self-reliance.
Fees
- Licensing & registration: MoES does not charge a statutory licence/registration fee (other administrative costs may apply—confirm locally).
- Applicants bear costs for documents, inspections, occupancy permits, and compliance works.
Validity
- Operational licence: 2 school years (with a one-time 1-year renewal if not yet ready for registration).
- Full registration (post-licence): commonly placed on a multi-year (up to 5-year) validity cycle subject to compliance and standards.
Processing Time
- Upon fulfilment of requirements and completion of inspections. Plan backwards from the December 30 issuance target to meet a January/February school opening.
Safety, Security & Compliance (what inspectors look for)
- Access control; trained day/night guards; security rules; prevention of violence procedures; reporting & response mechanisms; psychosocial support.
- Fire safety: drills, extinguishers/sprinklers/hydrants, detection systems (smoke/alarms), 20-metre fire-free hedge zone (rural), emergency routes/maps, rescue team plans.
- Infrastructure: lightning arresters, outward-opening doors/windows with lockable shutters, emergency exits in storied buildings, safe waste disposal (glass/metal/sanitary).
- Road Safety Code; staff/student Safety & Security Committees; termly safety sensitization (start & end of term).
- Land title evidence for the school site.
