The classification of provisionally licensed schools in Uganda is an essential process overseen by the Ministry of Education and Sports. It ensures that private and community-founded institutions meet the required standards before obtaining full registration.
After operating for at least two years under a provisional license, a school proprietor becomes eligible to apply for classification. The application is made in writing to the Permanent Secretary, Chief Administrative Officer (CAO), or Town Clerk, requesting approval to have the school classified. The process promotes accountability, safety, and quality within Uganda’s education system.
The application must include reports from three key offices: the District Inspector of Schools, the District Health Inspector, and the Directorate of Education Standards (DES). These reports verify that the institution meets the health, academic, and infrastructural requirements stipulated by the Education (Amendment) Act.
Once the Ministry receives the application, the Permanent Secretary acknowledges receipt and distinguishes the school type—whether pre-primary, primary, or post-primary. The proprietor collects and completes classification forms from the District Education Office (DEO), which are then forwarded to the Director of Education for review. Based on the inspection reports, the Directorate may recommend full registration.
If the school meets the required standards, the Permanent Secretary issues a Certificate of Registration and Classification. This document officially recognizes the school as compliant with national education regulations. If the institution fails to meet the conditions, the authority may either extend the provisional license for another year or order closure.
All classified schools undergo periodic inspections to ensure continued compliance. Failure to maintain acceptable standards may result in suspension or cancellation of registration, particularly when health, safety, or administrative deficiencies are found.

Applicants must provide:
- Copy of the operational license letter.
- Original certificate of registration.
- Minutes of the Board of Governors approving the upgrade.
- Reports from the District Inspector of Schools and Health Inspector.
- Approved dormitory building plans, occupancy permits, and safety system details.
- Certificate of Occupational Safety and Health.
- A detailed project proposal outlining governance, staffing, funding sources, and facilities.
Fees and Validity
Classification is free of charge. However, applicants should consult their district education offices for any administrative details. Once issued, the classification certificate remains valid for at least one year and may be renewed based on compliance.
Processing Time
The maximum processing period is 14 days after submission of a complete application.
