In Uganda, anyone engaged in charcoal burning is legally required to obtain a Charcoal Burning License from the National Forestry Authority (NFA) or through the Ministry of Energy and Mineral Development (MEMD). The process is regulated to ensure environmental sustainability and compliance with forest management laws.
While the license also serves as a local government revenue source, it primarily helps to regulate activities that impact forests and natural ecosystems. Applicants must receive approval from both national and district-level authorities before beginning charcoal production.
Procedure for Applying for a Charcoal Burning License in Uganda
- Submit your application to NFA or MEMD
Start by submitting your application for a Charcoal Burning License to the National Forestry Authority or the Ministry of Energy and Mineral Development at the following address:
National Forestry Authority (NFA)
Plot 10/20, Spring Road,
P.O. Box 70863, Kampala – Uganda - Receive permission from the National Forestry Authority
After submitting your documents and paying the prescribed fees, the NFA will review your application. Upon approval, you will receive an endorsement letter granting initial permission to engage in charcoal production. - Visit the local district authorities
Once you have the NFA’s approval, visit the District Natural Resources Officer or District Forestry Officer to obtain a local endorsement and stamp on your application. - Obtain your Charcoal Burning License
After local verification, the District Local Government will issue your Charcoal Burning License. This license legally authorizes you to produce charcoal in compliance with environmental regulations.
Important Note
The Charcoal Burning License, as issued under the Local Government Act, is primarily a revenue-generating instrument. However, because charcoal production has significant environmental impacts, it is subject to regulation by authorities such as the National Forestry Authority (NFA) and National Environment Management Authority (NEMA).
Charcoal producers are required to comply with policies that protect endangered tree species such as Afzelia africana (Beyo) and Shea nut trees, which are illegal to cut for charcoal production.
