Obtaining a clinical registration certificate Uganda is a legal requirement for anyone intending to operate a clinical health unit in the country. The process is regulated by the Uganda Medical and Dental Practitioners Council (UMDPC) under the provisions of the Medical and Dental Practitioners Act.

Applicants must apply in person at the UMDPC head office using Form C, the official application form prescribed by the Council. The form is available at the Licensing Board’s office or on the Council’s website. According to the Act, every person or organization wishing to register a clinic must complete this process before operating legally.

After collecting and filling out the form, applicants must attach all required documents and submit them to the Council’s Registration Board. Any missing information or supporting documentation will delay the application. Upon receipt, the UMDPC conducts an investigation and prepares a detailed report on the application within five working days.

Applicants are required to pay a non-refundable application fee of UGX 1,200,000 to the Council’s Licensing Board. After review, the Council may approve or reject the application. If approved, the applicant receives a Clinical Registration Certificate of Inspection, officially recognizing the health unit as compliant with national medical standards.

If the Council denies the application, it provides written reasons for the decision. Upon approval, the clinic is published in the Uganda Gazette, as required under Section 30 of the Act. This publication serves as official evidence of registration. The absence of a clinic or practitioner’s name in the Gazette means they are not legally registered.

The Council may also authorize registration for clinical units operated by medical assistants, nurses, or midwives under the supervision of a registered medical practitioner. Registered clinics are subject to monitoring by both the UMDPC and the National Drug Authority (NDA) to ensure adherence to healthcare standards.

The clinical registration certificate serves as legal proof of authorization to operate and must be renewed annually. Failure to renew or comply with Council regulations may lead to suspension or cancellation of the certificate.

Applicants must attach the following:

  • Registration certificate or professional ID
  • Receipt for clinical personal practice license
  • Private practice book (stamped)
  • Original and photocopies of qualification certificates for all staff
  • Receipts and certificates of medical practitioners
  • Previous practice license receipts

Eligibility

Only holders of a valid clinical officer private practice license are eligible to apply for this certificate.

Fees

The registration fee for the clinical registration certificate is UGX 1,200,000.

Validity

The certificate remains valid for one year from the date of issuance and must be renewed annually.

Processing Time

The entire registration and inspection process takes approximately five working days, provided that all documents are in order.
