Access to Government Procurement Opportunities (AGPO)

The Access to Government Procurement Opportunities (AGPO) program is a strategic government initiative designed to give equal opportunities in public procurement to marginalized groups. This program ensures that youth, women, and persons with disabilities can actively participate in government tenders, contracts, and supply opportunities.

AGPO is anchored in the Public Procurement and Asset Disposal Act, which mandates that at least 30% of all government procurement opportunities be reserved for these special interest groups. This bold move not only promotes inclusivity but also stimulates economic empowerment by giving these groups a fair platform to compete and grow their businesses.

Who Qualifies for AGPO?

The AGPO initiative targets three key groups:

Youth-owned enterprises – Businesses owned by individuals aged 18–34.
Women-owned enterprises – Companies or sole proprietorships where women have at least 70% ownership.
Enterprises owned by Persons with Disabilities (PWDs) – Registered businesses where PWDs have at least 70% ownership.

AGPO Registration Requirements

To register for AGPO, applicants must have:

A valid business registration certificate (sole proprietorship, partnership, or limited company).
A valid tax compliance certificate from KRA.
National IDs of owners or directors.
A valid registration certificate from the National Council for Persons with Disabilities (NCPWD) for PWD-owned businesses.
