How to Apply for a Fish Breeding Permit in Uganda

Applying for a fish breeding permit in Uganda is a legal requirement for any individual, company, or institution planning to breed fish commercially or for research. The process is overseen by the Chief Fisheries Officer under the Department of Aquaculture and Fisheries Resources within the Ministry of Agriculture, Animal Industry, and Fisheries. Applicants must follow specific guidelines and provide detailed information to obtain approval.

To begin the process, the applicant must write a formal application to the Chief Fisheries Officer using Form B as prescribed by fisheries regulations. This form requires key details about the applicant and the fish breeding operation, including the type of species, breeding methods, and proposed breeding location. Applicants must also describe the construction, equipment, and facilities that will be used for fish breeding and demonstrate that they meet national standards.

The completed application form should be submitted alongside all required documents, such as a valid national ID, a fishing license, craft details, and a report on the breeding facility’s condition. These documents should describe lighting, drainage, ventilation, and sanitary conditions to ensure compliance with health and safety standards. The applicant must also pay the prescribed permit fee, attach the payment receipt, and submit the entire package to the Chief Fisheries Officer for review.

Before granting approval, the Chief Fisheries Officer may inspect the breeding facility to confirm that it is adequately equipped and meets technical requirements. If the facility is satisfactory, a fish breeding permit is issued upon payment of the applicable fees. However, if the application is rejected, the officer will provide written reasons for the refusal.

Applicants can submit their forms in person to the Directorate of Fisheries, Ministry of Agriculture, Animal Industry, and Fisheries, located at Plot 16–18 Lugard Avenue, Entebbe, Uganda (P.O. Processing usually takes three to six months, depending on the scale of the project and inspection outcomes.

The fish breeding permit is valid for one year and expires on December 31 of each year. Both Ugandan residents and foreigners with valid fishing licenses or tourist visas are eligible to apply. It is illegal to conduct fish breeding activities without a valid permit issued by the Chief Fisheries Officer, and offenders risk fines, imprisonment, or confiscation of fish stock.

This document serves as official authorization for breeding fish within Uganda’s jurisdiction. It supports the country’s efforts to regulate aquaculture, protect aquatic species, and promote sustainable fish farming practices. Applicants are advised to start the process early to allow sufficient time for inspection and review, ensuring compliance with all fisheries regulations and maintaining the integrity of Uganda’s aquatic ecosystem.
