How to Get a Driving Instructor Licence in Uganda

A driving school licence Uganda is a mandatory authorization issued by the Transport Licensing Board (TLB) under the Ministry of Works and Transport (MoWT). It allows an individual or company to operate a driving school legally within Uganda. The licensing process involves facility inspection, vehicle verification, and instructor evaluation to ensure compliance with national road safety training standards.

Procedure

Step 1: Obtain and Fill Application Forms
Applicants must download and fill out Form 11 for both the Driving School Licence and Driving Instructor Licence. Forms can be obtained from the Ministry of Works and Transport website or collected from TLB offices in Kampala, Mbarara, Fort Portal, or Mbale.

Step 2: Vehicle Inspection
Present the driving school vehicles for inspection at the SGS Motor Vehicle Inspection Centre in Kawanda or any authorized centre. Submit the following:

  • Original logbook or proof of ownership
  • Third-party insurance certificate
  • Certificate of Incorporation and Memorandum & Articles of Association for registered companies

If the vehicles pass inspection and are fit for instructional use, an inspection report is issued.

Step 3: Facility and Premises Inspection
A TLB official inspects the school’s facilities, including offices, classrooms, and training grounds. The minimum standards are:

  • Classroom: At least 10 square meters, accommodating at least 10 students
  • Training Vehicles: Minimum of 2 instruction cars fitted with dual brakes and clutches
  • Administrative Office: Fully furnished and functional
  • Training Ground: Minimum of 50 x 100 meters, marked with driving lanes
  • Instructors: At least 2 certified instructors aged 24–65 years with five years of driving experience

Step 4: Tax Assessment and Payment
Once the inspection is approved, visit the URA Portal (www.ura.go.ug) or the nearest TLB office to obtain tax assessment forms for:

  • Driving School Licence
  • Driving Instructor Licence
  • Vehicle Certificate of Fitness

Make payments at a designated bank and keep the receipts.

Step 5: Submission and Issuance
Return to the Transport Licensing Board with payment receipts and completed forms. Upon verification, your Driving School Licence will be processed and issued.

Required Documents

Applicants must provide the following to obtain a driving school licence Uganda:

  • At least two instructional vehicles in good mechanical condition fitted with dual controls
  • Trading licence for the business
  • Certificate of incorporation and Memorandum & Articles of Association
  • Proof of ownership or tenancy agreement for the training ground
  • Proof of qualified instructors with valid instructor licences
  • Evidence of administrative and classroom facilities

Eligibility

To qualify for a driving school licence Uganda, the applicant must:

  • Be at least 24 years old
  • Hold a valid Ugandan driver’s licence
  • Be physically and mentally fit to operate a driving school
  • Have an acceptable driving and criminal record (no convictions within the last 5 years)
  • Employ at least two trained and licensed instructors

Fees

  • Licence Fee: UGX 200,000
  • Renewal Fee: UGX 200,000

All payments should be made through URA-designated banks before submission of application documents.


Validity

The driving school licence Uganda is valid for one year and must be renewed annually.


Processing Time

Processing and issuance take approximately 6 hours once all documents, inspections, and payments are complete.

Instructions

  1. The Director of Transport maintains an official register of all licensed driving schools and instructors.
  2. The register is updated every six months and made public through official communication channels.
  3. If a licence is lost or misplaced, a duplicate licence can be issued upon presenting a police report and proof of ownership.
  4. The fee for a duplicate licence is 50% of the original licence fee, and the expiry date remains the same as the original licence.

  • Full name and contact details
  • Physical and postal address
  • Legal status (individual, partnership, or company)
  • Certificate of registration or incorporation
  • Criminal record information (if any)
  • Details of previous licences held
  • Vehicle group categories offered for training

Need for the Document

A driving school licence Uganda is necessary for the legal operation of driving schools. It ensures that instructors, vehicles, and facilities meet safety and educational standards for training competent and law-abiding drivers.


Information Which Might Help

  • In case of a lost licence, applicants must present a police report before a duplicate can be issued.
  • The duplicate licence maintains the original expiry date.
  • Licenced driving schools and instructors are subject to routine audits by the Ministry of Works and Transport to ensure compliance.
