How to Get a Driving Instructor Licence in Uganda

A driving instructor licence Uganda authorizes an individual to legally train learners in operating motor vehicles and understanding road safety laws. The licence is issued by the Transport Licensing Board (TLB) under the Ministry of Works and Transport (MoWT). The process involves a series of evaluations, background checks, and driving assessments to ensure that instructors possess the right knowledge, discipline, and instructional skills.


Procedure

Step 1: Obtain the Application Form
Applicants must collect the official Driving Instructor Licence application form from the Transport Licensing Board offices. The applicant must be at least 25 years old, mentally sound, and physically fit to instruct others.

Step 2: Complete Driving and Instruction Tests
Before filling the application form, the applicant must pass a driving and instructional test. This includes evaluation of:

  • Driving skills and techniques
  • Knowledge of traffic laws
  • Personal driving discipline
  • Ability to apply teaching methods

Step 3: Fill and Submit the Form
After passing the initial assessment, fill out the prescribed application form completely and attach all required documents.

Step 4: Pay the Prescribed Fees
Pay the applicable licence fee at an authorized bank. Attach the payment receipt to the application form.

Step 5: Submit to the Licensing Officer
Submit the filled form and payment slip to the Licensing Officer in your area for review.

Step 6: Final Evaluation and Approval
The Transport Licensing Board evaluates the applicant’s character, driving record, and test results. If approved, the applicant is issued a Driving Instructor Licence. Licences can be denied if the applicant’s record shows misconduct or traffic violations.

Step 7: Collect the Licence
If approved, collect the licence certificate within one working day from the submission office.

Step 8: Renewal
Renewals require resubmission of the application form, passing refresher assessments, and payment of renewal fees.


Required Documents

Applicants must attach the following documents when applying for a driving instructor licence Uganda:

  • Ordinary Level Certificate of Education
  • Driving operator’s licence for inspection
  • Medical referral form completed by a qualified medical practitioner
  • Vision report completed by a certified ophthalmologist or optometrist (if required)
  • Abstract of driving record (if from another jurisdiction)
  • Proof of good conduct and driving experience
  • Additional documents verifying experience and moral character as requested

Eligibility

To qualify for a driving instructor licence Uganda, an applicant must:

  • Be 25 years or older
  • Hold a valid Ugandan driver’s licence
  • Be physically and mentally fit
  • Have a clean driving record with no serious traffic offences in the last five years
  • Have at least five years of driving experience in the class of vehicles they wish to teach
  • Have completed an approved instructor training program
  • Pass both vision and medical examinations

Fees

Licence Fees:

  • One vehicle group – UGX 100,000
  • Two vehicle groups – UGX 160,000
  • More than two groups – UGX 300,000

Renewal Fees:

  • One vehicle group – UGX 100,000
  • Two vehicle groups – UGX 160,000
  • More than two groups – UGX 300,000

Validity

The driving instructor licence Uganda is valid for one year from the date of issue and expires on 31st December of each year.


Processing Time

Processing and approval of the licence take a maximum of six hours, provided all documents are complete and the applicant passes the required tests.

  • Criminal record history (if any)
  • Licence number, issue date, and licence type
  • Details of prior driving or instructional experience

    Applicants are also tested on response to real-world driving situations and verbal directions during evaluations.
