Obtaining a Film Distribution License in Uganda is a regulated process overseen by the Uganda Communications Commission (UCC) and the Uganda Film Council (UFC) to ensure that all films and video works distributed in the country meet established classification and quality standards.
To start the process, applicants must fill an application registration form indicating the company or proprietor’s name, address, safety measures, and estimated audience. This license is mandatory for individuals or companies that wish to distribute films, videos, or related media for public or commercial purposes.
Application Process
Applicants should make a written request to the licensing officer at UCC, accompanied by a full description of scenes and the text of the spoken parts in the film. If any section of the film is in a language other than English, a certified translation must be included.
Applicants can obtain the application forms from the Uganda Communications Commission Offices in Bugolobi, Kampala. The form must be fully filled, signed, and supported by all required documentation. In addition, a letter of approval from local authorities is needed for film exhibitions, video shows, or cinema theaters.
The licensing officer may, in some cases, accept an application even if a complete description or text is missing, provided sufficient details are given to evaluate the content. Every film or video must be reviewed and classified under one of the UCC categories:
- General Exhibition (GE)
- Parental Guidance (PG)
- 16 years
- 18/A (adults only)
Classification Criteria
The UCC determines the classification based on:
- Frequency of violence, crime, and bloodshed
- Level of sex, nudity, and horror
- Portrayal of drug use, alcohol, or tobacco
- Presence of profanity, religious, or community-sensitive content
Films promoting violence, obscenity, or drug abuse are strictly regulated. For adult-only films, distributors must clearly indicate “For Adults Only” in all advertisements, posters, and during exhibition.

- National License: UGX 1,000,000
- Regional License: UGX 500,000
- District License: UGX 300,000
- Community Video Library: UGX 100,000
Processing Time
The processing period for a film and video distribution license is approximately 14 days from submission.
Validity
First-time applicants receive a provisional one-year license. After demonstrating compliance, a five-year renewable license is issued, renewable annually.
