A Mineral Movement Permit is issued by the Ministry of Energy and Mineral Development (MEMD) through the Directorate of Geological Survey and Mines (DGSM). This permit authorizes individuals or companies to transport, export, or transfer minerals legally within or outside Uganda. The process ensures traceability of mineral resources and compliance with Uganda’s mining laws and export regulations.
Application Procedure
Step 1: Obtain and Complete the Application Form
Applicants must collect and fill out Form XI, which is available at the Directorate of Geological Survey and Mines (DGSM) or from the Chief Administrative Officer (CAO) in their respective district.
Step 2: Pay the Prescribed Fees
After filling out the form, applicants must pay the required fees, which vary depending on the type, quality, and quantity of minerals to be moved. Payment receipts (bank pay slips) must be attached to the application.
Step 3: Submit the Application
Submit the duly completed Form XI along with all supporting documents and the proof of payment to:
- The Directorate of Geological Survey and Mines, Entebbe, or
- The District Chief Administrative Officer (CAO) for regional processing.
Step 4: Review and Approval
The DGSM or CAO will review the submitted documents to ensure compliance with mining and export laws. Inspections may be conducted to verify mineral sources.
Step 5: Collection of the Permit
If the application is approved, the Mineral Movement Permit will be ready for collection within 21 days from the date of submission. Applicants will be notified if additional requirements are needed.
Required Documents
Applicants must attach the following documents to their application:
- Regulations for storage and handling of minerals.
- Mineral rights or dealer’s license number.
- List of minerals to be transported.
- Purpose of the mineral movement (e.g., export, processing, sale).
- Proof of royalty payment or secured royalties.
Fees
The cost of obtaining a Mineral Movement Permit depends on the type and volume of minerals being transported:
- Precious stones: 10% of export value
- Industrial/Construction minerals: UGX 30,000 per ton
- Granite: UGX 10,000 per ton
- Base metals: 5% of export value
- Phytosanitary certificate fee: UGX 2,000 per consignment
- Quality assurance certificate: varies by mineral type
- Certificate of analysis: depends on mineral testing needs
- Fumigation certificate: varies by mineral type
Validity
The Mineral Movement Permit has no fixed validity period but remains active as long as all requirements are fulfilled and the mineral movement is within the approved timeframe and route.
Processing Time
The permit processing takes up to 21 days from the date of submission of a complete application.
Eligibility
- Any registered company or individual engaged in the extraction, trading, or transport of minerals is eligible.
- The applicant must possess valid mineral rights or a dealer’s license.
