Establishing a tertiary institution in Uganda requires formal approval and certification from the National Council for Higher Education (NCHE). The certification process is guided by the Universities and Other Tertiary Institutions Act, which outlines the requirements, application procedures, and responsibilities of prospective tertiary institution promoters. Below is the complete step-by-step guide for obtaining this certificate in Uganda.
Procedure
To apply in person, the applicant must make a written application to the National Council for Higher Education (NCHE), accompanied by a project proposal containing all the necessary details about the proposed tertiary institution. Applicants are advised to first visit the official NCHE website or office for guidance and updated forms.
The Act provides that any tertiary institution holding a provisional license for not less than two years may apply to the Council for a certificate of classification and registration. Applicants should visit the NCHE offices, collect the prescribed application form, and attach all required documents before submission.
The application should include the prescribed fee of UGX 4,000,000 and a payment receipt. Once the application is received, the NCHE Board evaluates it for compliance with institutional standards. If satisfactory, an Inspection Committee is appointed to review the academic, administrative, and social setup of the proposed institution.
If the inspection report confirms compliance, the NCHE issues the certificate of classification and registration and publishes it in the Uganda Gazette. However, if the institution fails to meet the required standards, the NCHE will notify the applicant of the deficiencies and reasons for denial.
The inspection report is usually submitted within six months, and the full certification process may take up to one year from the date of application. Once gazetted, the tertiary institution gains official recognition and equivalence with other registered institutions.
