How to Apply for a Scaffolding or Hoarding Permit in Uganda

A hoarding permit in Uganda is a mandatory authorization that allows contractors and property owners to erect temporary solid barriers—known as hoardings or scaffolding—around construction sites. These structures help ensure public safety, shield the site from view, and prevent unauthorized access. In Uganda, this permit is issued by the Director of Physical Planning at the local authority offices located within a district, municipality, or town council.

Applying for a hoarding permit in Uganda not only ensures compliance with building and safety regulations but also protects developers from penalties and legal actions. The process is simple but must be completed before setting up any scaffolding or hoarding structures on or near public roads or walkways.


Procedure

Applicants must apply in person to the Director of Physical Planning at their local authority office, such as Kampala Capital City Authority (KCCA) for Kampala-based projects. Applications must be made at least three working days before installation of the scaffolding or hoarding begins.

  1. Visit the physical planning office in your district, municipality, or town council.
  2. Pick up and fill in the application form as prescribed by the authority.
  3. Attach all the required documents before submission.
  4. Include a site sketch showing footway and carriageway widths, and highlight any features likely to be affected such as traffic lights, junctions, or road markings.
  5. Provide proof of payment for the permit fee, paid directly to the designated bank. Attach the original bank payment slips with your application.
  6. Submit your application to the Director of Physical Planning for review.

Once submitted, the local authority typically processes the application within two working days. If approved, a scaffolding or hoarding permit is issued, allowing you to proceed with installation.

Important: If scaffolding or hoardings are erected without a valid permit, penalties apply for every month of non-compliance. Additionally, projects requiring hoardings must undergo site inspection, the cost of which is included in the application process.


Required Documents

Applicants must submit:

  • A formal application letter addressed to the Director of Physical Planning.
  • Proof that the hoarding will be painted in green with 150mm white strips at each corner.
  • Proof that the hoarding will use dull colors (dark green, maroon, or deep blue).
  • A signed indemnity document protecting the authority from damages or losses.
  • Site sketch or plan showing affected road features.

Eligibility

Any individual, company, or organization intending to construct a solid perimeter structure around a construction site to protect the public and prevent unauthorized access is eligible to apply for a hoarding or scaffolding permit.


Fees and Validity

  • Inspection Fee: UGX 118,000 (includes UGX 18,000 VAT)
  • Payment Method: Bank deposit (attach the payment slip to your application)
  • Validity: The permit remains valid for the entire construction period.

Instructions

The permit ensures public safety and prevents obstruction of footways and roadways. It also regulates how enclosures and scaffolds are erected around construction sites to reduce hazards. Applicants must follow all guidelines set by the local authority and ensure the hoarding is stable, painted as required, and regularly maintained.

  • Physical address and phone number
  • Description of the proposed hoarding (e.g., corrugated pre-painted iron sheets on treated poles)
  • Duration (in months) the hoarding will remain in place
  • Length and height of the hoarding
  • Material type and support structure description
  • Projection measurements over public footpaths or roadways

The hoarding permit is crucial for:

  • Ensuring public safety around construction sites.
  • Preventing encroachment on public roads and footways.
  • Regulating construction site enclosures under local and national laws.
  • Protecting the image of urban environments through standardized construction safety practices.

Failure to obtain this permit may result in penalties, legal actions, or suspension of construction activities.
