A permit to reopen a school or institution in Uganda is issued by the Ministry of Education and Sports when a school has been closed due to emergencies related to health, safety, or security. According to the Education Act, no institution closed under such circumstances may reopen without written authorization from the Permanent Secretary, Chief Administrative Officer (CAO), or Town Clerk. This process ensures that schools meet safety, health, and infrastructural standards before resuming operations.

Procedure

Step 1: Apply In Person

Visit the Ministry of Education and Sports, or the office of the Permanent Secretary, CAO, or Town Clerk to initiate the reopening process.

  1. Obtain the Application Form:
    Request and complete the official form for reopening a closed school or institution.
  2. Attach Required Documents:
    Include copies of the registration certificate, safety approvals, and inspection reports (see full list below).
  3. Submit the Application:
    Deliver the completed application to the District Education Officer (DEO) or the Permanent Secretary’s office for verification and assessment.
  4. Pay the Classification License Fee:
    Pay the prescribed USh 880,670 fee at the designated bank or payment office and attach the payment proof to your application.
  5. Verification and Approval:
    The education department conducts inspections to confirm compliance with health, safety, and infrastructure standards.
  6. Issuance of the Reopening Permit:
    Upon approval, you’ll receive an official Permit to Reopen, authorizing the institution to resume operations under the Ministry’s supervision.

Note: Schools that remain closed for six months or more may be reinstated to the register without a fresh application, provided they meet the set conditions and obtain written approval.

  • Copy of the school’s license letter
  • Original Certificate of Registration
  • Minutes of the Board of Governors (BOG) approving reopening or upgrades
  • District Inspector of Schools’ report on dormitory and accommodation facilities
  • Approved building plans and occupancy permits
  • Certificate of Occupational Safety and Health
  • Approved water and sanitation system plan
  • List of fire and safety systems available in the dormitory

This permit ensures that schools reopen only after meeting minimum health, safety, and academic standards. It safeguards pupils, staff, and the public from risks associated with premature reopening following health or security closures.


Additional Information

  • A school owner dissatisfied with a closure or classification decision may appeal to the Education Appeals Tribunal within 30 days.
  • The Ministry of Education reserves the right to withdraw the reopening permit if post-inspection findings reveal non-compliance.
  • Reopened schools must undergo regular inspection to maintain operational standards.
