NTSA eLogbook Goes Live as Kenya Retires Paper Logbooks

NTSA eLogbook has officially gone live in Kenya, marking one of the biggest changes in the country’s motor vehicle registration system in decades.

The National Transport and Safety Authority has moved vehicle registration certificates from paper to digital, ending the long-running reliance on physical motor vehicle logbooks for newly processed transactions.

The rollout, which takes effect on June 10, 2026, means vehicle owners will now access, download, verify and share their logbooks online through eCitizen and the Transport Integrated Management System, commonly known as TIMS.

For motorists, car dealers, banks, insurers and buyers in the second-hand vehicle market, the change is expected to reduce delays, cut paperwork and make it harder for fraudsters to use fake logbooks in vehicle transactions.

NTSA eLogbook Replaces Paper-Based Vehicle Registration

The new NTSA eLogbook system replaces the traditional paper Certificate of Registration with a secure digital version.

For years, the physical logbook has been one of the most important vehicle ownership documents in Kenya. It has also been one of the most vulnerable to fraud, loss, damage and slow manual processing.

With the digital system now in place, vehicle owners will no longer need to wait several days or weeks to receive a paper logbook after completing a vehicle registration or transfer process.

Once a transaction is completed, the eLogbook will be issued electronically and made available through the owner’s eCitizen or TIMS account.

This is a major shift from the old process, where motorists often had to follow up physically, wait for manual verification or deal with delays caused by paperwork.

How the NTSA eLogbook Works

Under the new system, vehicle owners can log in to their eCitizen or TIMS accounts to access their digital motor vehicle registration certificates.

The eLogbook allows users to view, download, verify and share ownership details electronically. That means a vehicle owner can prove ownership without carrying a paper document or visiting an NTSA office for basic verification.

The system will apply across key motor vehicle services, including new vehicle registration, transfer of ownership, change of vehicle particulars and other registration-related transactions.

The biggest practical change is speed. Transactions that previously took several days may now be completed instantly or on the same day, depending on the service and the status of the application.

Why NTSA Is Moving to Digital Logbooks

NTSA says the eLogbook is part of a wider government push to digitise public services, reduce bureaucracy and improve efficiency in the transport sector.

The authority has already made major digital changes over the past decade. TIMS was launched in 2016 to move several motor vehicle services online. The Smart Driving Licence later followed, giving motorists a more secure and modern driving document.

The eLogbook now moves another critical transport document into the digital space.

For NTSA, the goal is not only convenience but also integrity. Paper logbooks have long been linked to forgery, ownership disputes, stolen vehicle transactions and delays in vehicle financing or resale. A digital certificate with online verification is expected to reduce those risks.

Benefits of the NTSA eLogbook for Vehicle Owners

For ordinary motorists, the main benefit is convenience.

A vehicle owner will not need to visit NTSA offices simply to collect a logbook after a completed transaction. The document will be available online and can be downloaded when needed.

The eLogbook also reduces the risk of losing or damaging the physical document. Since the certificate is stored digitally, owners can still access it even if they lose a printed copy or change devices.

Motorists will also benefit from faster ownership transfers. In the past, buyers and sellers often had to wait for records to be updated before completing a vehicle deal. With digital processing, ownership changes can reflect faster and reduce disputes.

How the eLogbook Helps Fight Fraud

The biggest impact may be felt in Kenya’s second-hand car market, where fake logbooks have been a major problem.

Fraudsters have used forged documents to sell vehicles they do not legally own, mislead buyers or obtain loans using questionable ownership papers.

With the NTSA eLogbook, buyers, banks, Saccos and insurance companies can verify ownership details digitally before completing a transaction.

That makes it harder for fake documents to pass as genuine registration certificates. It also gives buyers more confidence when purchasing used vehicles.

Banks, Insurers and Car Dealers Will Also Benefit

The eLogbook is not only useful to private vehicle owners.

Banks and Saccos that finance vehicle purchases will be able to verify ownership and lien status more efficiently before approving loans. That can reduce paperwork and make vehicle financing faster.

Insurance companies can also confirm vehicle details before issuing policies or processing claims. This may help reduce errors in policy documents and improve fraud detection.

Car dealers, importers and fleet operators are also expected to benefit from faster registration and transfer processes, especially where many vehicles are handled at once.

Do Existing Paper Logbooks Remain Valid?

Yes. Vehicle owners who already have physical logbooks should keep them safely.

The rollout of the eLogbook does not mean existing paper logbooks immediately become useless. They remain valid as legal registration certificates for vehicles that already have them.

However, for new transactions after the rollout, vehicle owners should expect the digital version to become the standard document.

In some cases, owners may be required to surrender physical logbooks during replacement, conversion or certain vehicle-related processes.

What Vehicle Owners Need to Do

Vehicle owners should make sure they have an active eCitizen account.

They should also confirm that their vehicle details, phone number, email address and ownership records are correct on NTSA systems. Incorrect records may cause delays when accessing or using the eLogbook.

Motorists who need help can visit NTSA offices, NTSA help desks at Huduma Kenya Centres or use the authority’s official support channels.

What This Means for Kenya’s Transport Sector

The launch of the NTSA eLogbook marks a major step in Kenya’s digital public service reforms.

If the system works smoothly, it could reduce long queues, eliminate unnecessary office visits and make vehicle ownership records more secure.

The real test will be reliability. Millions of motorists, dealers, insurers and lenders will depend on the system for daily transactions. For the reform to succeed, the digital platform must remain accessible, stable and easy to use.

Still, the direction is clear. Kenya’s motor vehicle logbook is no longer just a paper document stored in a drawer. It is now a digital certificate built for faster verification, safer transfers and a more transparent vehicle ownership system.
