Upgrading a school from O-Level (Ordinary Level) to A-Level (Advanced Level) in Ghana requires approval from the Ghana Education Service (GES). This process is intended for schools that wish to offer advanced-level education, including both day and boarding options. The following guide provides all the necessary steps, required documents, and the processing time to obtain a certificate for this upgrade.

Step 1: Apply In-Person

To begin the upgrade process, the applicant must visit the GES Headquarters.
At the headquarters, the applicant will receive the application form for the O-Level to A-Level upgrade. Ensure that all sections of the form are carefully filled out. If any part of the form is unclear, you can contact the GES for clarification.

Step 2: Gather Required Documents

The following documents are needed to complete the application:

  • Copy of the school’s license letter
  • Original certificate of school registration
  • Minutes of the Board of Governors (BOG) approving the upgrade
  • District Inspector of Schools’ report confirming the school’s status
  • Laboratory inventory for A-Level, including a list of chemicals and equipment
  • List of core books available in the school library
  • Status of A-Level classes for both Arts and Science subjects
  • Classroom furniture count for A-Level classrooms
  • Catchment area of the school
  • Analysis of O-Level results for senior candidates
  • List of graduate teachers, including their qualifications and subjects taught

Step 3: Submit the Completed Application

After filling out the form and gathering all the required documents, submit the completed application in two copies to the GES office.

  • Submit the application by the deadline: Ensure that the file is submitted by 30th June of the previous year to allow for a District Education Supervisor’s inspection and recommendations.

Step 4: Fee Payment

The required fees for upgrading the school should be paid once the application form is completed.
Payments can be made via cash, cheque, or credit card (Visa or MasterCard). If paying by cheque, make the payment to the Ministry of Education.

Step 5: Inspection and Review

Once the application is submitted, the GES will review the documents and inspect the school.

  • The District Education Supervisor will inspect the facilities and confirm that the school meets the standards for A-Level status.
  • The Statutory Planning Committee will then review the recommendation and approve the upgrade if all conditions are met.

Step 6: Certificate Issuance

Once the upgrade is approved, the certificate of upgrade will be processed and issued to the applicant.

  • The certificate grants the school A-Level status, allowing it to offer advanced-level education.
