A Private Domiciliary Clinic License authorizes a registered nurse, midwife, or clinical officer to operate a home-based or maternity healthcare unit in Uganda. This license is issued by the Uganda Nurses and Midwives Council (UNMC) under the Ministry of Health, in accordance with the Nurses and Midwives Act.
The process ensures that medical practitioners offering private services meet professional standards, operate under supervision of a registered medical practitioner, and comply with safety and hygiene requirements.
Procedure
Step 1: Application
Visit the Uganda Nurses and Midwives Council (UNMC) office at Kawempe Division, Kampala, and collect Form C, the official application form for a private domiciliary clinic license. The form is prescribed under the Council’s Licensing Board Regulations.
Step 2: Completion of the Form
Fill in Form C completely and accurately. Attach all the required documents, including your registration certificate, practice license, and proof of supervision from a qualified medical practitioner. Missing documents will render your application incomplete.
Step 3: Submission
Submit the completed application form to the Uganda Nurses and Midwives Council Licensing Board, along with the prescribed non-refundable application fee of UGX 62,500.
The Council will acknowledge receipt and begin verification.
Step 4: Inspection and Verification
Within 5 days, the Licensing Board conducts an inspection of the proposed clinic premises to ensure it meets health and safety standards. A report is then prepared and submitted to the Council for consideration.
Step 5: Approval and Licensing
After verification, if the applicant fulfills all conditions, the Council authorizes registration and licensing of the private domiciliary health unit.
The clinic’s details are published in the Uganda Gazette, and an official license is issued.
If the application is rejected, the Council provides written reasons for the refusal.
Step 6: Renewal
The license is valid for three years but must be renewed annually by 31 March. Late renewals (over three years) attract a penalty fee.
