Step 1 — Make the Application

Step 2 — Vision, Mission & Proposal
Prepare a proposal that clearly states:
- Vision, Mission, and Philosophy (displayed in key university documents).
- Particulars & Resources: sponsor’s experience; land and facilities; financing plan; staffing; library/equipment; name, location, academic character; aims and strategies; governance model; outline of academic programmes; four-year roadmap to operationalize.
Step 3 — Charter Trajectory
- Universities ultimately need a Charter (full accreditation).
- Charter may be sought after ≥3 years operating under recognized status, with:
- Established main campus meeting NCHE standards;
- ≥400 degree students and ≥70% of total enrolment in degree programmes;
- Clear powers, governance, and management structures set out in the Charter.
Step 4 — Governance & Management
- Provide organograms showing relationships among Governing Council/Board of Trustees, Academic Board, management, and committees.
- Document policies: HR, research, ICT, disability, gender, curriculum development, academic integrity, internal quality assurance.
- Academic Board safeguards programme standards and advises Council.
- Governing Council/BoT:
- Constituted per the Trustees Act;
- Sponsor’s family/entity representation ≤ one-third;
- For foreign sponsors, ≥ one-third Ugandan members;
- No one person may head two organs with oversight over each other.
Step 5 — Human Resources
- Vice Chancellor (or equivalent) with extensive teaching, research, and administrative experience.
- Teaching staff meet NCHE programme standards (Schedule 3).
- Administrative staff with appropriate qualifications.
- Clear appointment and promotion criteria.
Step 6 — Academic Programmes
- At LIA stage, submit ≤3 proposed programmes (do not launch before legal status is granted).
- With an LIA, offer ≥2 programmes.
- With Charter, offer ≥4 programmes.
- Technical universities: programmes deemed technical by NCHE.
- Specialized universities: programmes of national strategic importance.
Step 7 — Financial Resources
