How to Get Motor Vehicle Third Party Insurance in Uganda

In Uganda, every vehicle operating on public roads is legally required to have motor third party insurance. This insurance covers liabilities arising from injuries or death caused to third parties by the insured vehicle. It is a mandatory requirement under the Insurance Act and is enforced by both the Insurance Regulatory Authority (IRA) and the Uganda Revenue Authority (URA).

The policy protects vehicle owners from financial losses due to accidents involving other people, vehicles, or property, but it does not cover damage to the insured’s own vehicle.


Procedure: How to Apply for Motor Third Party Insurance

Step 1: Contact an Authorized Insurance Broker or Agent

Visit any licensed insurance broker or agent to assess your insurance needs. The broker will guide you through the available third-party policies and help you compare premiums from different providers.

Step 2: Complete the Proposal Form

Fill out a motor insurance proposal form, providing accurate details about your vehicle and personal information.

Details typically required include:

  • Vehicle registration number
  • Make, model, and year of manufacture
  • Engine and chassis number
  • Owner’s name, address, and contact information

Step 3: Provide Supporting Documents

Submit the following documents to the insurer or broker:

  • Motor vehicle logbook (proof of ownership)
  • National ID or Passport (proof of identity)
  • Driving permit (for verification)

Step 4: Vehicle Valuation (If Required)

For certain classes of vehicles, especially commercial or corporate fleets, an inspection and valuation may be required to verify the vehicle’s condition before coverage is granted.

Step 5: Review the Policy Document

Carefully read the policy terms and conditions, including exclusions, coverage limits, and claim procedures. Ask your insurer to clarify any unclear sections before signing.

Step 6: Pay the Premium and Receive Certificate

Once you agree to the terms, pay the applicable premium. The insurer will issue:

  • A cover note (temporary proof of insurance)
  • A Certificate of Insurance, which must always be carried in the vehicle

Note: The Insurance Act requires insurers to issue a certificate of insurance at the same time as the cover note.

Eligibility

  • All motor vehicle owners operating on public roads in Uganda.
  • Applies to private, commercial, motorcycle, and special-use vehicles.
  • Government vehicles are exempt under the Insurance Act.

Premiums vary by vehicle type and coverage class. Below are indicative rates:

Validity

The Motor Third Party Insurance certificate is valid for one year from the date of issue and must be renewed annually before expiry.


Processing Time

The entire process takes less than one hour if all documents are in order.


Instructions

  • Government-owned vehicles are exempt from third-party insurance requirements.
  • Driving without valid insurance is an offense punishable by:
    • A fine of up to UGX 100,000 or
    • Imprisonment of up to two years, or both.
  • Offenders may also face a 12-month disqualification from holding or obtaining a driving permit.
