How to Apply for a Bulk Petroleum Storage License in Uganda

Any company that intends to store petroleum spirit in bulk within Uganda must first obtain a Bulk Petroleum Storage License from the Ministry of Energy and Mineral Development (MEMD). This license ensures compliance with Uganda’s petroleum safety, environmental, and industrial standards. It is illegal to keep petroleum in bulk quantities without this authorization.

The license is granted only after a technical evaluation, inspection, and approval by the Licensing Authority, which confirms that the facility meets safety and environmental protection requirements.


Step-by-Step Procedure

Step 1: Apply In Person

Applicants must visit the Ministry of Energy and Mineral Development to obtain the official Application Form for Bulk Petroleum Storage License.

Alternatively, the form may be downloaded from the Ministry’s official website.

Step 2: Complete and Submit Application Form

Fill in all required details accurately. The form should specify:

  • The location of the petroleum storage facility
  • Company ownership information
  • Safety management systems
  • Environmental protection measures

Attach all required documents (see list below) before submitting the application.

Step 3: Pay the Application Fee

Pay a non-refundable application fee of UGX 1,157,495 at the designated payment counter or via the official payment channels provided by the Ministry.
Attach the payment receipt to your application as proof of payment.

Step 4: Verification and Site Inspection

After submission, an inspection officer from the Licensing Authority will conduct a site visit to verify:

  • The facility’s safety measures
  • Environmental protection systems
  • Compliance with building and engineering standards

Step 5: Recommendation and Review

The inspection report and application file are reviewed by the Ministry of Energy and Mineral Development.
If the application meets the required standards, the Ministry will make a positive recommendation for licensing.

Step 6: License Approval and Payment of Licensing Fees

Upon approval, the applicant is notified and required to pay the license fee to finalize the process.
Once the payment receipt is submitted, the Ministry issues the Bulk Petroleum Storage License authorizing the storage of petroleum spirit.

If the application is rejected or requires rectification, the applicant will be informed of the necessary corrections.

Step 7: Issuance of License

After verification and full payment, the Ministry of Energy and Mineral Development grants the Bulk Petroleum Storage License valid for one year.

Applicants must attach the following to their application form:

  • Duly filled and signed application form
  • Valid license for storage of petroleum (if already operating a related facility)
  • Detailed description and location of the petroleum storage site
  • Proof of payment for application and licensing fees
  • Corporate registration documents
  • Proof of insurance coverage
  • Safety, health, and environmental protection plans
  • Engineering drawings and specifications of the storage facility
  • Any other documents required by the Licensing Authority

Validity

Operating without this license constitutes a violation of Uganda’s Petroleum Storage and Handling Regulations and may lead to penalties or closure of the facility.
