Step-by-Step Procedure
Step 1: Obtain and Complete the Application Form
Visit the Uganda Civil Aviation Authority (UCAA) headquarters at Entebbe International Airport or their official website to obtain the Air Navigation Service Provider Certificate application form.
Fill out the form accurately, providing all required company and operational details.
Step 2: Prepare Required Documentation
Attach the following mandatory documents to your completed application form:
- Manual of Air Navigation Service Operations
- Statement of services and locations to be provided
- Safety Management System (SMS) Manual
- Quality Management System (QMS) Manual
- Security compliance procedures (per the Civil Aviation Security Regulations and National Aviation Security Programme)
- Statement of financial capability to provide the services
- Valid insurance policy covering operational risks
- Proof of payment of prescribed fees
Step 3: Submit Application to UCAA
Submit your complete application and documents to the Licensing Office at UCAA.
The Authority will review the application for accuracy and completeness before proceeding to technical and financial evaluation.
If any discrepancies are found, the applicant will be notified to make corrections before further processing.
Step 4: Compliance Evaluation and Inspection
UCAA inspectors will verify that:
- The Manual of Operations contains all required operational information.
- The staff are qualified and adequate for the type of services offered.

Step 5: Pay the Prescribed Fees
After the preliminary approval, applicants are advised to pay the certification fees as outlined by UCAA. Attach the payment receipt to your file for verification before the certificate is issued.
Step 6: Certificate Issuance
Once the Authority is satisfied that all requirements are met, it will issue the Air Navigation Service Provider Certificate specifying the services and locations authorized for operation.
The certificate is valid for two years from the date of issue unless suspended, cancelled, or surrendered.
If the Authority refuses to grant the certificate, it will notify the applicant in writing within 14 days, stating the reasons for refusal.

Validity
The Air Navigation Service Provider Certificate is valid for 2 years from the date of issue unless it is:
- Suspended or revoked by UCAA;
- Voluntarily surrendered by the holder; or

Processing Time
The maximum processing period is 30 days, depending on inspection schedules and documentation completeness.
