How to Apply for an Advocate Special Practicing Certificate in Uganda

An Advocate Special Practicing Certificate in Uganda is issued by the Uganda Law Council to qualified legal practitioners who meet the professional, ethical, and academic requirements set by law. This certificate authorizes an advocate to legally practice within Uganda’s jurisdiction for one year.

Under the Advocates Act, no person can act as an advocate in the High Court or any subordinate court without a valid practicing certificate. Practicing without one is considered professional misconduct and attracts disciplinary action by the Law Council.


Step-by-Step Procedure

Step 1: Obtain the Application Form

The applicant must visit the Uganda Law Council Office in Kampala to collect the Advocate Special Practicing Certificate application form. This form can also be downloaded or requested by mail from the Law Council’s Registrar.


Step 2: Fill Out the Application Form

Complete the form accurately and attach all supporting documents, including proof of legal qualification, Uganda Law Society subscription, and professional conduct certificates.

Key documents include:

  • Certificate of enrollment as an advocate
  • Recommendation from a senior practicing advocate
  • Certificate of no objection from the Uganda Law Society
  • Proof of payment of annual subscription and licence fees
  • Professional good conduct form and declaration

Step 3: Submit Application to the Registrar

Submit the fully completed application form and documents to the Registrar at:

The Registrar, Uganda Law Council
P.O. Box 7183, Kampala, Uganda

The Registrar will review all details and issue a record number for reference.

Step 4: Pay the Prescribed Fees

Pay the licence fee of UGX 300,000 and attach a copy of the bank payment receipt to your application. Ensure all payments are made to the official account designated by the Uganda Law Council.


Step 5: Application Review and Verification

The Registrar verifies the information and supporting documents submitted. If additional information is required, the applicant will be contacted to clarify or amend the submission.

Applications are assessed based on compliance with the Advocates Act and the Law Council Regulations.


Step 6: Collection of Certificate

Once approved, the applicant will be contacted (usually within 14 working days) to collect the Advocate Special Practicing Certificate. Bring your identification documents (such as National ID or passport) to confirm your identity.

The certificate allows the holder to appear and practice in all courts in Uganda, including the High Court and subordinate courts.


Required Documents

Applicants must submit the following documents:

  • Filled application form addressed to the Registrar, Uganda Law Council
  • Proof of payment of subscription fee to Uganda Law Society
  • Recommendation letter from a senior practicing advocate
  • Certificate of registration as an enrolled advocate
  • Completed form of professional good conduct
  • Bank statement and receipt of prescribed fee payment
  • Certificate of no objection from Uganda Law Society
  • Two passport-sized photographs
  • Proof of academic qualifications
  • National Identification Card or other recognized ID

Eligibility

Applicants must:

  • Hold a law degree from a recognized Ugandan university, or a recognized common law jurisdiction.
  • Be a Ugandan citizen or legally permitted foreign advocate.
  • Have been enrolled as a legal practitioner in a recognized common law country.
  • Meet all ethical and professional conduct requirements set by the Uganda Law Council.

Validity

The Advocate Special Practicing Certificate is valid for one year, expiring on 31st December of each year. Renewal must be done before expiry to avoid penalties or suspension.

If all documents are complete and accurate, the processing time is approximately 14 working days.

Important Instructions

  • The Registrar may refuse to issue or renew a certificate if the applicant is bankrupt, of unsound mind, or has unpaid disciplinary fines.
  • Applicants must have paid Uganda Law Society subscriptions for the current year.
  • Any advocate practicing without a valid certificate commits professional misconduct.
  • Applicants who have not practiced for at least one year may be required to undertake further legal training or assessment.

Need for the Document

The Advocate Special Practicing Certificate legally authorizes a lawyer to engage in professional legal practice, represent clients in courts, and perform all duties of an advocate. It also serves as proof of good standing and compliance with Uganda’s legal professional standards.


Additional Information

  • The Law Council may admit foreign advocates for specific cases under special practicing permits.
  • Complaints about misconduct by certificate holders can be lodged with the Law Council Disciplinary Committee.
  • Renewals must be completed before the end of each calendar year.
