A container petroleum spirit license Uganda is issued by the Ministry of Energy and Mineral Development (MEMD) for the storage of petroleum spirit in containers with an individual capacity not exceeding fifty gallons. According to the Petroleum (Spirit) Licensing, Testing, and Possession Rules, no person is allowed to store petroleum spirit without a valid license. The license ensures that all fuel is stored safely and in compliance with national regulations.

Applicants must apply in person at the Ministry’s head office or the respective licensing authority. The process begins by obtaining an Application Form for a Container Petroleum Spirit License, available at MEMD offices or via their official website.

After filling out the application form, attach all required documents and submit them to the licensing office. Applicants must then pay the license application fee of UGX 207,490 and submit the payment receipt as proof. Once payment is confirmed, a licensing officer will inspect the petroleum storage facility to verify safety and compliance standards.

Following inspection, recommendations are submitted to the Ministry of Energy and Mineral Development for review and approval. If the application meets all requirements, the applicant is notified to pay the final license fee. Upon payment, the Container Petroleum Spirit License is issued within seven working days.

If the inspection reveals safety or structural concerns, the applicant must rectify them before the license can be granted. Authorities such as municipal councils, town councils, or district administrations are authorized to issue these licenses depending on the location of the storage premises.

Applicants must provide the following:

  • Duly completed application form.
  • Valid license for petroleum container storage (if renewing).
  • Physical location of the petroleum storage facility.
  • Proof of payment of the license fee.
  • Any additional documents requested by the licensing authority.

Eligibility

To qualify for a container petroleum spirit license Uganda, applicants must:

  • Be a registered company in Uganda (body corporate).
  • Possess a valid certificate of incorporation and Tax Identification Number (TIN).
  • Comply with the safety, environmental, and industrial standards set by the Ministry of Energy.

Fees

The official license fee is UGX 207,490. Additional inspection or renewal charges may apply depending on the location and capacity of storage facilities.

Validity

The Container Petroleum Spirit License is valid for one year from the date of issue and must be renewed annually before expiry.

Processing Time

The maximum processing period is seven working days, provided all requirements are met and inspections are successful.

  • Plot size and facility details.
  • Project timelines, contractors, and supervisors.
  • Proof of insurance for third-party liability.
  • Bank reference letter confirming financial capacity.
  • Safety and environmental management plans.

Purpose of the License

The container petroleum spirit license Uganda legally authorizes a person or company to store and handle petroleum spirit in compliance with national safety and environmental standards. It ensures proper management of flammable substances and helps prevent accidents, fires, and environmental damage.

Information Which Might Help

Each license comes into force on the date of issue and expires on December 31st of the same year, unless revoked earlier. Renewal must be completed before expiry to avoid penalties. The licensing authority determines fees based on the official scale outlined in the petroleum rules.

This license also ensures regulatory oversight over fuel storage and contributes to national efforts to maintain public safety and energy integrity.
