How to Get a Coffee Export License in Uganda

A coffee transport permit Uganda is a mandatory requirement for any individual or company transporting coffee intended for export. The process is supervised by the Uganda Coffee Development Authority (UCDA) to ensure that all exported coffee meets the required handling, storage, and quality standards.

Applicants can obtain the permit from the UCDA Head Office located at Coffee House on Jinja Road, Kampala. According to the Coffee Regulations, no one is permitted to export coffee without first applying for pre-shipment inspection and obtaining a valid road or rail transport permit from the Authority.

To begin the process, the applicant must fill out Application Form 8, available at UCDA offices. The coffee must be properly processed, packaged, and stored under suitable conditions to preserve quality. In addition, the transporter must hold a registration certificate from the Uganda Shippers Council and clear with the Cargo Handling Section before obtaining the permit. Coffee for export must be loaded in ventilated containers to prevent damage or loss of flavor during transport.

After completing the form, the applicant proceeds to pay the prescribed fee and attach the bank payment slip to the form. The filled application, along with all required documents, should be submitted to the Coffee Transport Officer responsible for coffee logistics.

If the UCDA transport officer verifies that all conditions are met, the Coffee Transport Permit is issued within seven days of the application date. In some cases, permits may be processed in as little as 24 hours, depending on readiness and compliance.

Required Documents

Applicants must provide:

  • Registration certificate from the Uganda Shippers Council
  • Business registration documents and company profile
  • Memorandum and Articles of Association
  • Details of shareholders and management
  • Proof letter from the Uganda Registration Services Bureau (URSB)
  • Completed application form
  • Valid exporter registration certificate for the current year
  • Registered export contract with UCDA
  • Coffee grade and price details
  • Buyer identification and shipping details

Eligibility

Any individual or company engaged in coffee export transportation can apply for the coffee transport permit Uganda, provided they meet all UCDA requirements and comply with cargo handling standards.

Fees

The permit fees are determined by the Uganda Shippers Council, based on factors such as:

  • Type of transport (road, rail, or air)
  • Size and weight of the cargo
  • Distance to be covered
    Applicants should confirm the current rates directly from UCDA or the Shippers Council before submission.

Validity

The coffee transport permit is valid for the period specified on the permit, typically per consignment or shipment.

Processing Time

The maximum processing time for the permit is 24 hours, though complex applications may take up to seven working days.

Instructions

Exporting coffee without a valid UCDA transport permit is a violation of the Coffee Regulations, 1994. Any person found exporting coffee without authorization commits an offence and may face penalties or suspension of export rights.

Applicants must include the following details:

  • Name and address of the applicant
  • Coffee quality and description
  • Contract number and specification
  • Mode of transport
  • Destination and country of export
  • Shipment permit and inspection request number
  • Signature of the transport officer and date
