How to Apply for an Agricultural Air Operator Certificate in Uganda

An Agricultural Air Operator Certificate (AAOC) is a mandatory authorization issued by the Uganda Civil Aviation Authority (UCAA) to individuals or companies intending to operate aircraft for agricultural purposes such as crop spraying, dusting, seeding, or fertilizer application. This certification ensures that all agricultural air operations comply with the Civil Aviation Regulations, guaranteeing safety, environmental protection, and professional conduct during aerial agricultural work.

Operating an agricultural aircraft without a valid AAOC is a violation of Uganda’s aviation laws and may lead to suspension, revocation, or prosecution by the Civil Aviation Authority.


Step-by-Step Procedure

Step 1: Obtain and Complete the Application Form

The applicant must visit the Uganda Civil Aviation Authority (UCAA) offices or website to obtain the AAOC application form. The form must be completed accurately with all required details and signatures.


Step 2: Attach Required Documents

The completed form must be submitted along with the following supporting documents:

  • Valid Uganda Private Pilot Licence (PPL), Commercial Pilot Licence (CPL), or Airline Transport Pilot Licence (ATPL)
  • Certificate of airworthiness for each aircraft intended for agricultural use
  • Proof of air service licence for commercial operators (under the Civil Aviation Licensing Regulations)
  • Reports showing knowledge and skill in agricultural flight operations
  • Survey report of the area of operation
  • Documentation on the safe handling and disposal of agricultural poisons and chemicals
  • Reports on the effects of economic poisons on humans, plants, and animals, and emergency response measures
  • Aircraft performance and safety operation manuals

Step 3: Submit the Application to UCAA

Submit the fully completed application form and all required documents to the Uganda Civil Aviation Authority headquarters in Entebbe. The Authority will verify the documents and inspect the aircraft for compliance with agricultural operation standards.

Applicants must also pay the applicable fees and attach proof of payment to the submission.


Step 4: Knowledge and Skills Assessment

The Authority evaluates the applicant’s knowledge and operational capabilities. The applicant must demonstrate:

  • Pre-operation survey and planning ability
  • Safe handling of agricultural chemicals
  • Knowledge of aircraft performance limits
  • Emergency procedures for poisoning cases
  • Understanding of flight safety and application procedures

Step 5: Inspection and Evaluation

The Authority conducts an inspection of the aircraft, facilities, and safety measures to ensure compliance with the Civil Aviation (Agricultural Operations) Regulations. For commercial applicants, an Air Service Licence is also reviewed.


Step 6: Certificate Issuance

If all conditions are met, the UCAA issues the Agricultural Air Operator Certificate (AAOC) authorizing the applicant to conduct agricultural air operations within Uganda.
Holders must ensure that all operating personnel are trained and aware of their responsibilities.


Required Documents

For Private Applicants

  • Valid PPL, CPL, or ATPL
  • Aircraft properly rated and airworthy
  • Aircraft not used for hire or reward

For Commercial Applicants

  • At least one CPL or ATPL holder
  • Valid Air Service Licence
  • Certified and airworthy agricultural aircraft
  • Proof of knowledge in:
    • Safe handling of economic poisons
    • Aerial work operations
    • Flight safety and emergency procedures

Eligibility

Applicants must demonstrate:

  • Knowledge of aircraft performance and limitations
  • Understanding of safe chemical handling and disposal
  • Ability to recognize symptoms of poisoning and provide emergency aid
  • Proper aircraft certification and operational planning
  • For commercial AAOC, at least one pilot with CPL/ATPL and an air service licence is mandatory.

Validity

An Agricultural Air Operator Certificate is valid for 12 months from the date of issue, unless:

  • A shorter validity is specified,
  • It is revoked, suspended, or surrendered, or
  • The operator suspends activities for over 180 consecutive days.

Renewal applications must be submitted before expiry.

Processing Time

The maximum processing period is one month, depending on inspection schedules and document verification.

Important Instructions

  • No person shall conduct agricultural air operations without an AAOC.
  • All aircraft must carry:
    • A certified copy of the AAOC
    • Certificate of registration
    • Certificate of airworthiness
  • Private operators cannot fly for compensation or over congested areas.
  • Violations, including involvement in illegal activities (e.g., drug trafficking), may result in revocation of the certificate.
  • Suspended or revoked certificates must be returned to UCAA immediately.

Need for the Document

An Agricultural Air Operator Certificate is essential for:

  • Legal authorization to conduct aerial agricultural operations.
  • Ensuring air safety, environmental compliance, and operator accountability.
  • Enabling commercial agricultural aviation services, including crop spraying, dusting, and pest control.

Additional Information

  • A commercial pilot conducting aerial work does not need an instrument rating for agricultural operations.
  • The AAOC must be displayed at the operator’s home base and be available for inspection upon request.
  • If aircraft documents are not on board, they must be accessible at the operational base.
