A village bank is a community-based microcredit initiative that provides local financial services—such as savings and small loans managed by members rather than a formal bank. These groups promote savings discipline, collective investment, and affordable credit access, particularly for women and youth in rural areas.

There are two main ways to complete village bank registration in Uganda:

  1. District-level registration through the District Commercial Officer (DCO).
  2. Non-Governmental Organization (NGO) registration through the National Bureau for NGOs.

1. District-Level Registration

This is the most direct and common method for community groups and associations.

Procedure:

  1. Visit the District Commercial Officer (DCO):
    The group should visit the DCO’s office in their district to express interest in registering as a village association or village bank.
  2. Obtain and Complete the Registration Form:
    The DCO will issue a registration form for members to fill in their names, signatures, and National Identification details.
  3. Verification Process:
    The DCO verifies the members’ identities and checks that the group meets eligibility requirements.
  4. Issuance of Certificate of Operation:
    Once verified, the DCO issues a Certificate of Operation, authorizing the group to operate as a registered village association or village bank.
  5. Open a Group Bank Account:
    The registered group can now open a bank account with any licensed financial institution to begin operations.

Processing Time:
Approximately 14 days.

District Registration Fee:
UGX 20,000


2. NGO Registration (For Larger or Expanding Village Banks)

If the group wishes to formalize under NGO status, the process involves multiple stages and additional documentation.

Procedure:

  1. Name Reservation:
    Reserve the village bank name with the Registrar of Companies at the Uganda Registration Services Bureau (URSB).
  2. Obtain Recommendation Letters:
    Gather letters from:
    • Local Councils (LC1, LC2, LC3)
    • Resident District Commissioner (RDC)
    • Ministry of Internal Affairs (line ministry)
    • Law firm
    • An already registered NGO
    • District NGO Supervisory Committee
  3. Prepare the NGO Application Pack:
    Include:
    • Application letter to the National Bureau for NGOs
    • Constitution of the group
    • One-year operational plan
    • Organizational structure
    • Budget and source of funding
    • Report of activities (if already operational)
    • Membership minutes
      Prepare three copies of each document.
  4. Submit to the NGO Bureau:
    Submit the complete set of documents to the National Bureau for NGOs for processing.
  5. Board Review:
    The NGO Bureau Board meets once a month to review applications.
    Approval is typically granted unless major compliance issues arise.
  6. Issuance of NGO Operating Certificate:
    Once approved, the village bank is recognized as a registered NGO, allowing it to operate legally and seek funding partnerships.

Processing Time:
Up to 3 months.

NGO Registration Fee:
UGX 200,000


Required Documents

  • Covering letter to the Executive Director, National Bureau for NGOs
  • Registered constitution or memorandum and articles of association
  • Organizational chart (for NGOs)
  • Certificate of Incorporation (if applicable)
  • Permit to operate as an NGO (for NGO path)
  • Certificate of good conduct from LC1
  • List of group members with National IDs
  • Proof of land ownership (for office location, if applicable)

Eligibility

Groups eligible for village bank registration in Uganda include:

  • Self-help groups or associations that promote savings and lending among members.
  • Members willing to save regularly, participate in training, and manage group loans collectively.
  • Individuals seeking to build working capital and develop small-scale businesses.

Validity

Certificates issued under both the District Commercial Office and NGO Bureau are valid for one year, expiring on 31 December each year.

Renewal requires re-validation with the issuing authority.
