The Insurance Regulatory Authority (IRA) is the national agency mandated with regulating and supervising the insurance and reinsurance industry in Kenya. It was established under the Insurance (Amendment) Act of 2006 and became operational on 1st May 2007. IRA operates as a state corporation under the Ministry of National Treasury and Economic Planning.

The Authority’s headquarters are located at Zep-Re Place, along Longonot Road in Upper Hill, Nairobi.


Core Functions of the Insurance Regulatory Authority (IRA)

The IRA plays a vital role in maintaining stability, transparency, and growth in Kenya’s insurance sector. Below are the key responsibilities of the Authority:


1. Regulation and Supervision
The Authority ensures effective oversight of all insurance and reinsurance businesses in the country. This includes routine inspections to monitor compliance with legal and financial requirements—such as capital adequacy, product suitability, claim payments, governance, and financial reporting standards.

2. Standard Setting and Enforcement
IRA formulates and enforces industry-wide standards for the conduct of insurance and reinsurance activities, fostering professionalism and accountability among service providers.

3. Licensing
It is responsible for licensing all entities and individuals engaged in insurance-related activities—including insurance companies, brokers, agents, loss adjusters, and medical insurance providers.

4. Sector Development and Education
IRA promotes the growth of the insurance industry through consumer education initiatives, professional training programs, and capacity-building efforts targeting key stakeholders and the public.

5. Policy Advisory to Government
The Authority advises the government on national insurance policies that safeguard public interests and ensure adequate insurance coverage for national assets and development projects.

6. Consumer Protection
IRA protects the rights and interests of policyholders, beneficiaries, and all stakeholders involved in insurance contracts by ensuring fair practices and transparency in service delivery.

7. Public Awareness and Information Access
The Authority provides reliable and accessible information to help consumers understand risk, insurance products, proposal forms, policy documents, and the importance of proper insurance coverage.

8. Claims Management Oversight
IRA promotes the timely and fair settlement of claims, holding insurers accountable for delays or unethical practices in claims processing.

9. Fraud Investigation and Prosecution
Through the Insurance Fraud Investigation Unit (IFIU), the Authority investigates fraudulent activities within the insurance sector and supports legal action against perpetrators.
