Application Process for Sugar Import Licenses

To import sugar into Kenya, companies must apply annually for a license through the Kenya Sugar Board, with applications accepted from July 1 to June 30 each financial year. The process involves submitting an application letter accompanied by a nonrefundable fee of Ksh 100,000, applicable for both mill white and industrial sugar imports. Additional requirements include:

  • A valid certificate of incorporation or business registration.
  • A tax compliance certificate.
  • A valid business permit.
  • A Certificate of Good Conduct for company directors.
  • A completed Crops Act, 2013 form, available for download from the KSB website.
  • For non-COMESA imports, approval from the National Treasury and pre-shipment permits for each consignment.

Licenses are valid for one year and are non-transferable. Importers must also comply with the Crops (Sugar) (Imports, Exports and By-Products) Regulations, 2020, ensuring proper labeling with manufacturer details, country of origin, and consignee information. Repackaging or rebranding requires authorization from the Kenya Revenue Authority (KRA), with non-compliance penalties up to Ksh 10 million.
