A credit reference bureau licence Uganda allows an institution to legally collect, store, and share credit information about individuals and businesses. The Bank of Uganda (BoU) regulates these bureaus to ensure fair lending practices and maintain the integrity of Uganda’s financial system.
Credit Reference Bureaus (CRBs) play a vital role in the country’s financial infrastructure by helping lenders assess borrowers’ creditworthiness through credit reports. This strengthens financial inclusion and minimizes loan defaults.
Procedure
Step 1: Name Reservation and Approval
Begin by reserving a company name with the Registrar of Companies and seeking approval from the Bank of Uganda. The name search and reservation process costs UGX 10,000 and is completed within a day.
Step 2: Company Incorporation
Once the name is approved, incorporate a limited liability company with the Registrar of Companies.
Step 3: Application Submission
Download and complete the official Application Form for a Licence to Carry Out Credit Reference Bureau Business from the Bank of Uganda website. Submit the filled form to:
The Director, Bank Supervision Department, Bank of Uganda.
Attach all the required documents and pay the non-refundable application fee of UGX 2,000,000.
Step 4: Document Review
The Bank of Uganda will review your submission for compliance and relevance. Required attachments include:
- Certified copies of the Certificate of Incorporation, Memorandum, and Articles of Association.
- A detailed feasibility study outlining your business model, internal controls, and organization structure.
- Fit and Proper Forms for directors, shareholders, and senior officers (available on BoU’s website).
- Sworn declarations of financial soundness and integrity from all key persons.
- Overview of IT systems, data management procedures, and cybersecurity measures.
- Description of premises and proposed operational setup.
- Prototype of your final product demonstrating the credit system’s core features.
- Audited financial statements for the past three years (if applicable).
Step 5: Approval in Principle
If the documents are satisfactory, the Bank of Uganda issues an Approval in Principle (Letter of Intent), allowing you to finalize setup, acquire premises, and recruit qualified staff.
Step 6: Security Audit and Inspection
Before final licensing, conduct a security audit by an independent, BoU-approved firm. Submit the audit report to BoU for evaluation. Once approved, invite BoU inspectors to assess your premises and IT systems.
Step 7: Licence Issuance
After meeting all requirements, BoU will issue the Credit Reference Bureau Licence, publish the notice in the Uganda Gazette, and authorize operations.
Within 30 days of receiving the licence, submit an irrevocable bank guarantee of UGX 1,000,000 to BoU.

Eligibility
Any company registered in Uganda can apply for a credit reference bureau licence Uganda, provided it meets the Bank of Uganda’s fit-and-proper requirements and demonstrates financial capacity, technical expertise, and secure data management systems.
Operating a CRB without a licence is a criminal offence punishable by a fine of up to 100 currency points or imprisonment for up to three years.

Validity
The licence is valid for one year, expiring on December 31st of the issuance year unless renewed earlier.
Processing Time
The process takes up to three months, depending on the completeness of documentation and inspection results.

For a new licence, seek name approval from BoU first, then submit your application with all supporting documents and fees.
For renewals, file a renewal form, pay the annual fee, and attach the previous licence.
