A Ginning Registration Certificate in Uganda is issued by the Cotton Development Organisation (CDO) to authorize individuals or companies to operate cotton ginneries. The licence ensures compliance with national cotton standards, safety measures, and quality control requirements before engaging in ginning operations.

Apply In-Person
Applicants can obtain the registration certificate by visiting the nearest Cotton Development Organisation office or accessing the CDO online portal. At the office, applicants should collect and complete the official application form as provided by the CDO. Once filled, the applicant must pay the prescribed licence fee and attach the payment slip to the completed form before submission.

The application form, along with the required documents, should be submitted to the Cotton Development Organisation headquarters in Kampala or the nearest regional office. If all requirements are met and there are no objections, the Ginning Registration Certificate is issued within one working day from the date of submission.

Failure to comply with CDO inspection standards or breach of licensing conditions may result in immediate revocation of the certificate.

  • Certificate of ownership or valid contract with a registered ginnery owner
  • Fire system compliance certificate
  • Health and safety compliance certificate
  • Health insurance certificate (optional)
  • Weights and Measures certificate
  • Details of operational areas
  • CDO inspection compliance report (Civil, Electrical, and Mechanical works)
  • Firefighting systems compliance certificate from a certified company
  • Weighbridge and weighing certificate from Uganda National Bureau of Standards (UNBS)
  • Proof of adherence to quality control and assurance procedures

Eligibility
Applicants must be legally registered entities or individuals actively involved in cotton ginning operations and compliant with CDO inspection and safety standards.

Fees

  • Licence Fee: UGX 210,000
  • Renewal Fee: UGX 210,000

Validity
The Ginning Registration Certificate is valid for one year and must be renewed annually to maintain operational status.

Processing Time
Maximum processing time is one (1) working day, provided all documents and inspection conditions are satisfied.

  • Ginnery details and location
  • List of buying centers or stores
  • Valid mobile number
  • Name and address of agent or ginner
  • Signature of applicant

The Ginning Registration Certificate ensures that all ginning facilities in Uganda meet the required operational, safety, and quality standards. It helps regulate the cotton industry, protect farmer interests, and maintain high-quality cotton production for both domestic and export markets.
